Job Summary:

Deloitte is implementing the Afghanistan Civil Service Support (ACSS) program funded by USAID in support of the Government of Afghanistan’s Independent Administrative Reform Civil Service Commission and its national reform campaign. We seek highly capable, motivated and serious professionals to work at the Civil Service Management Department’s office in Kabul as National Gender Advisor. This donor-funded and management-level position will strengthen the Government of Afghanistan’s commitment to improve the delivery of critical public services to the people of Afghanistan.

Skills Description:

Duties & Responsibilities:

• Leads the implementation of gender equality policy in related departments and areas offices of commission.
• Ensures inclusion of gender perspectives in plans, procedures, programs and projects of area offices of the IARCSC.
• Support and advise the appointment committees and mainstream gender question in job interviews and implement affirmative action plan.
• Manage and organize on of gender awareness programs on gender equality policy and gender mainstreaming in zone offices with cooperation of the commission gender unit.
• Maintain an up to date database of women as prospective leaders in the civil service sector of the Government of Islamic Republic of Afghanistan.
• Organize training and capacity building programs for the women civil servants.

Qualifications:

• Advance university degree, minimum Bachelor’s plus pertaining experience in the field
• Sound knowledge and awareness of gender related issues in Afghanistan, particularly in Civil Service.
• Knowledge of gender in the legal framework of Afghanistan.
• Prior related work experience
• Fluency in the official language Dari/Pashto
• Fluency in English language and official language
