The Independent Administrative Reform and Civil Service Commission (IARCSC) was established in 2002 as an independent budgetary unit in the government of Afghanistan charged with establishing and strengthening robust institutions of public administration, merit-based recruitment of civil servants, regulating civil servant’s affairs and training and professional development of civil servants. The Commission comprises an Independent Appointment Board and an Independent Appeals Board. The Civil Service Management department and the Afghanistan Civil Service Institute are the two other major departments in the Commission.

The IARCSC mission is: To lead the reform and professionalization of civil service administration and management and to recruit and develop civil servants on the basis of merit, through an impartial, transparent and accountable process.

The Tackling Afghanistan Government’s HRM and Institutional Reform (TAGHIR)

TAGHIR directly responds to the Afghanistan National Peace and Development Framework (ANPDF) – including its development priority on “Building a responsive and effective public administration system”.

The overall objective of TAGHIR is to strengthen the capacity of selected line ministries and agencies through merit-based recruitment of key positions, improved personnel management, and better HR planning.

TAGHIR is being co-financed by the Afghanistan Reconstruction Trust Fund (ARTF) and the International Development Association (IDA) of the World Bank Group. The Independent Administrative Reform and Civil Service Commission (IARCSC) will implement the project on behalf of the GoIRA. 

Job Summary:


The objective of this assignment is to analyse the HRMIS system, integrate the HRMIS with AFMIS, PAISA, TAZKERA and etc and to ensure that HRMIS is capable of providing quick analysis (dashboard capability) and to develop monitor and implement security and off-side back-up procedures for HRMIS servers.

Duties & Responsibilities:


The National HRMIS Consultant is expected to:

ü Assist the HRMIS development team in determining and implementing information system technical practices including data entry data checking data exchange procedures test plans and methodologies.

ü Align data collection and reporting system with standard trends and as well with the Afghanistan civil service needs through predefined reporting formats and dashboards.

ü Look into the level of HRMIS integration with other existing national systems (e.g Tazkira, AFMIS, PAISA etc) and provide the recommendation for the better integration.

ü Ensure that HRMIS is capable of providing quick analysis (dashboard capability) of trends and comparisons against defined indicators at various levels.

ü Develop, monitor and implement security and off-site back-up procedures for HRMIS servers.

ü Analyse the system from the different perspective such as security, system performance, storage, scalability, availability and suggest optimization in each.

ü Analyse design tune of the existing HRMIS and suggest optimization in its database and application architectures.

ü Review information need assessment, current business flow and suggest business process models for each core processes used in civil service of Afghanistan.

ü Perform analysis of the current system to determine the gaps in the systems implementation plan.

ü Having a Master’s Degree with 5 years working experience in relevant field.

ü S/He should have good knowledge in management information systems.

ü Excellent data modelling and database architecture development experience.

ü Experience designing information systems for development projects that require high frequency data (preferably financial transactions); including database design, data capture methods, setting up servers’ security protocols etc.

Fluency in English and ability to communicate in Dari/Pashtu is required.
