During this period consultant will be responsible for supporting GIZ RoL Project by helping to develop and expand GIZ Rule of Law Project’s Afghan Prosecutor and Police Cooperation and Coordination Activities in Kunduz, Takhar and Badakhshan.
I. He should have close cooperation with GIZ RoL A.V., Project Advisors and Project Officers, to assist in the establishment and institutionalization of GIZ RoL Project Police/Prosecutor Training and Cooperation line of activities, at RoL Project office in Mazar-e-Sharif.
II. As per work plan, to provide police and prosecutors with training and mentoring in their offices in the districts, at a provincial level and at the GIZ office. Training and mentoring will be designed to lead to:
III. Having better knowledge of relevant criminal justice law including the penal code, the interim criminal procedure code, the juvenile law, the law relating to the organisation of the courts is necessary
IV. Better able to application of the law in the management of cases and investigations;
V. A demonstrable increase in police and prosecutor skills at the district level, as shown via monitoring and evaluation and testing.
VI. As per work plan, to lead and facilitate joint police prosecutor working group meetings in the GIZ RoL office in Kunduz, Takhar and Badakhshan:
VII. Follow up on problems that are shared by all members; and discuss cases similarities;

The consultant build collaborative relationships between distinct authorities; Coordinate closely with other actors including Afghan Provincial MoI, Prosecutors office and UNAMA, and GIZ Project Officers in finding and addressing gaps in training, mentoring and support across GIZ RoL Project’s geographic areas. The Consultant should be willing to travel to the mentioned provinces (also to the districts).The Consultant should speak good written and speaking English.
Reporting:
3. Coordinate with other GIZ RoL staff in providing monthly reporting to GTZ:
I. Case-based reporting on the most important criminal cases in the districts; important bottlenecks or other administrative or legal issues which need more follow up;
II. Reporting on the important points and questions raised by the CPTB groups
III. Monthly reports to RoL Project Advisor and Head of Operation on all activities, gaps and future anticipated needs and cooperation with the government on Police/prosecutor
Law degree from university
Should have at least 15 years experience as a prosecutor or as a law professor in criminal law.
Should be willing to travel to the Takhar and Badakhshan provinces (also to the districts).
Should speak basic English.
