Job Summary:

The MOE has requested AusAID assistance under the Development Assistance Facility for Afghanistan (DAFA) for “Emergency Support Unit Capacity Development” Activity and “Modeling Female Teachers Supply and Quality in Rural Areas” Activities.

Emergency Support Unit Capacity Development Activity
The Objective of the “Emergency Support Unit Capacity Development” Activity is to
contribute to developing MOE’s security awareness and emergency response capacity by strengthening the new Emergency Support Unit (NESP Program 5.2 Component 5)
The MOE Emergency Support Unit (ESU) is a new unit being established in the Directorate for Inclusive Education. It has functional responsibility for emergency response policy and coordination to develop cohesive and effective emergency response strategies and plans that can be affected in real time in response to temporary or long term interruption of access to schools caused by man-made or natural events. MOE will fund the ESU staffing complement and operations from its core budget.
DAFA will support MOE’s ESU to:
• Clarify ESU role and functions in relation to MOE implementing departments, existing information management functions, the Directorate for Security and Protection, Provincial Affairs Directorate and external agencies such as security and protection agencies
• Undertake a study on the impact of natural calamities, insecurity and attacks on school operations with regard to formulating emergency prevention, preparedness and response strategies
• Gain exposure to education emergency response planning in one or two countries in the region
• Formulation of education emergency prevention, preparedness and response policy and strategic focus with appropriate involvement of implementing departments
• Support in establishment of an appropriate coordination mechanism for emergency responses
• Coordinate the piloting of emergency response programs and plans in selected implementing departments and provincial education departments that have direct school management and school facilities functions, including developing response and follow-up capacity.
DAFA will provide technical assistance and other resources to develop capacity in the unit and support achievement of the above activities.
Modeling Female Teachers Supply and Quality in Rural Areas Activities
The Objective of the Modeling Female Teachers Supply and Quality in Rural Areas Activity is to model approaches to increasing female secondary school teacher supply and quality in selected rural areas through trialing new approaches to recruitment, relocation and retention.
The Activity will support MOE to develop, test and refine a model for recruiting female teachers for senior secondary girls’ schools in rural and insecure areas. The Activity will adopt several supporting strategies to ensure the recruitment strategy has a positive implementation environment. The Activity will use case study methods to monitor, evaluate and refine the recruitment strategy throughout the trial. This action research will be undertaken by the MOE and will be moderated by the DAFA International M and E Adviser. The Activity will involve several MOE directorates at national level and in the trial province (Paktia, Uruzgan) that need to be involved in developing and implementing a model of this nature (Secondary Education, Human Resources, and Monitoring and Evaluation).
DAFA seeks to engage a M and E/Action Research Advisor to assist DAFA Advisors/Implementation Officers and Activity Implementation Teams to design and implement M and E plans and Action Research for these Activities. The M and E/Action Research Advisor will be located in the Office of the Ministry of Education in Kabul, but may have to travel to the provinces for M and E and Action Research.

Duties & Responsibilities:

For the technical implementation of the Activity, the M and E/Action Research Adviser will report to the Emergency Response Capacity Development Adviser (Emergency Support Unit Capacity Development, provide technical support to the Activity Implementation Officer (Modeling Female Teachers Supply and Quality), and act as technical adviser for the counterparts in the MOE M and E Unit.
The Monitoring and Evaluation/Action Research Adviser will:
Emergency Support Unit Capacity Development Activity
• Coach and support the ESU and M and E Unit to develop the Emergency Response policy and strategy assessment framework
• Formulate an action research methodology to be used for evaluating the Emergency Response Strategy trial in selected provinces, and
• Assist the ESU and M and E Unit to draft the action research methodology and present it to the Emergency Response Working Group for the Activity
• Coach and support the M and E Unit and ESU to prepare a work plan for evaluating the Emergency Response strategy trials and for regular Activity reporting
• Provide on-the-job coaching support to the M and E Unit to design processes and tools (eg. interview guides, focus group guides, data gathering tools for specific indicator sets)
• Coach and lead the M and E Unit to undertake M and E field work in accordance with the agreed M and E work plan
• Coach and lead the M and E Unit to draft evaluation findings and lessons learnt, to workshop findings with the ESU and Working Group, to present findings so they are accessible to policy makers and to finalise the M and E/Action Research Reports
• Work with the ESU, M and E Unit and DAFA M and E Coordinator to set up arrangements for regular monthly, six monthly and completion reporting according to DAFA Performance Assessment Framework requirements.

Modeling Female Teacher Supply and Quality in Rural Areas Activity
• Formulate an action research methodology to be used for evaluating modelling of female supply and quality in selected provinces
• Assist Activity Implementation Officer, Technical Working Group and M and E Unit to draft the action research methodology for Activity
• Coach and support the Activity Implementation Officer. Technical Working Group and M and E Unit to prepare work plan for evaluating the trials and for regular Activity reporting
• Provide on-the-job coaching for the M and E Unit to design processes and tools
• Coach and lead the M and E Unit to undertake M and E field work in accordance with the agreed M and E work plan
• Coach and lead the Activity Implementation Officer, Technical Working Group and M and E Unit to draft evaluation findings and lessons learnt, to workshop findings, to present findings so they are accessible to policy makers, and finalize the M and E/Action Research Reports.
• Working the Activity Implementation Officer, Technical Working Group, M and E Unit, and M and E Coordinator to set up arranges for regular monthly, six monthly and completion reporting according to DAFA Performance Assessment Framework requirements.

Job Requirement:

An appropriate tertiary qualification in a relevant field
• At least 6 years experience with applied monitoring and evaluation and/or action research methods (participatory research methods)
• Experience in conflict environments and willingness to work in insecure areas
• Demonstrated commitment and ability to coach less experienced M and E personnel in design and use of action research approaches and methods
• Demonstrated experience working with international and national experts and translators to produce high quality documentation and reports in English and other languages
• Demonstrated commitment to capacity development principles and ability to transfer knowledge and skills and empower counterparts to lead organisational processes
• Demonstrated high level written and verbal communication skills in English. Language skills in Dari or Farsi would be an advantage.
