Terms of Reference:
The National Ozone Officer (NOO) will have the overall responsibility of coordinating the activities of the National Ozone Unit and the relevant projects to be executed by the NEPA for phasing-out Ozone Depleting Substances (ODS) in compliance with the Montreal Protocol on Substance that Deplete the Ozone Layer and the Vienna Convention for the Protection of the Ozone Layer by taking the necessary measures to implement the protocol provisions in cooperation with UNEP capacity building programme for Afghanistan and UNEP Regional Office for Asia and the Pacific. The National Ozone Officer will report to NEPA on the Montreal Protocol implementation.
Overall Job Responsibilities:
• To take necessary measures for implementing the Protocol provisions.
• To process phase out sub-projects for financial assistance from the Multilateral Fund for the Montreal Protocol (MFMP) through UNIDO/World Bank.
• To coordinate phase out activities with UNEP/MFMP/UNDP/UNIDO/World Bank.
• To assist local industry in the preparation of phase out sub-projects.
• To disseminate information on ODS-free technologies and phase out activities.
• To oversee and monitor implementation of phase out projects.
• To oversee and monitor import and usage/consumption of ODS.
• To establish and maintain data base regarding demand and supply of ODS in Afghanistan.
• To assist in developing and implementing policies and legislation for phasing out ODS.
• To supervise the activities of other staff of the National Ozone Unit.
• To liaise with the staff of UNEP-PCDMB and UNEP Regional Office for Asia and the Pacific/ Compliance Assistance Programme.
• Manage the Institutional and Investment project under the Montreal Protocol
• Coordinate with Ozone Secretariat , Multilateral Fund secretariat and correspond on regular reporting requirements
• Work closely with UNEP/ROAP/CAP Bangkok office and UNEP/DTIE Paris Office on Clean Development Mechanism and Clearing house information.
• To perform any other relevant duties as assigned by the NEPA.
