About UNOPS:

The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operations Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency. The functional objective of UNOPS AGOC is to deliver its projects in an efficient and effective manner, so as to achieve the outcomes sought by the project and to assist in the development goals of the Government of Afghanistan. The stated goal is to provide implementation services to the Government of Afghanistan, the donor community and partner agencies in the reconstruction and development of Afghanistan. Job Summary:

Reporting directly to the Deputy Minister for Customs and Revenue within the Ministry of Finance, and in coordination with the Team Leader/Chief Technical Advisor (TL/CTA), the National Principal Advisor is expected to perform the following duties and responsibilities including but not limited to:

Duties & Responsibilities:

Advisory Services, Knowledge Management and Capacity Building:
• Advice the Deputy Minister (DM) on political, liaison and communication matters regarding donors, partners and government ministries
• Prepare and review important (high-level) communication materials, including reports through data collection methodologies, to donors, partners and government officials and participate in the Informal Donor Coordination Network meetings as necessary
• Act on public relations on behalf of the DM
• Provide regular and timely update to the DM on the status of the Customs Reform and progress on the Revenue Action Plan Implementation matrix
• In coordination with the Afghan Customs Department, monitor the progress of planned issues and report the same to the DM
• Advise project personnel on the application, interpretation and adoption of corporate policy, guidance and best practices and engage practitioners in practice events, and improvement and innovation efforts
• Facilitate continuous improvement and quality management through monitoring and prioritizing improvement opportunities
• Communicate knowledge management practice decisions and community updates while enabling functional alignment through networking with other Practices
• Identify opportunities for optimizing interfaces with donors, partners and clients
• Provide advisory support on templates and tools, engagement formulation, approval and closure with focus on risks, management oversight, budget/finance, costing, etc.

Administrative and Office Management
• Full compliance of administrative activities with rules, regulations, policies and strategies
• Implementation of the effective internal control, proper design and functioning of a client-oriented administrative management system
• Ensure effective and efficient functioning of the Deputy Minister’s office contributing to an environment of professionalism and team work at all times and setting exemplary standards of conduct for the team
• Organize regular and ad-hoc meetings, and preparation of minutes when required
• Screen of all incoming communication, filter outgoing correspondence for DM’s signature clearance and further action by other personnel wherever possible.
• Coordinate the flow of information in the office and disseminate corporate and inter-office communication to personnel as required
• Supervise support personnel in charge of managing the DM’s schedule, filing, safekeeping of confidential material and drafting routine correspondence
• Efficient management of the office and oversight of the day-to-day support and administrative matters. Development, introduction and maintenance of appropriate office procedures, systems and controls for a cost-effective and efficient functioning of the office, in accordance with established rules and regulations
• Facilitate quick action on project matters and other customs reform issues in the Deputy Minister’s office in coordination with project personnel, and assist in project implementation.
• Draft correspondence and internal procedural directives relating to administrative matters
• Synthesis of lessons learnt and best practices in administration.

Qualifications:

a. Education
• Masters Degree in Business Administration, Commerce, Law, International Relations, Political Science, Economics and other related degrees. Bachelor’s degree plus 2 years of additional relevant work experience may be considered.
• Certified in recognized project management methodology, preferably in Prince2 or PMP desirable

b. Work Experience
• Minimum seven (7) years progressively responsible experience in project development and management, monitoring and reporting, policy and institutional advisory, advocacy and coordination in either public or private sector organizations
• At least 2 years relevant experience in managerial or advisory capacity in Customs and/or Trade areas
• Prior experience with the UN is highly desirable
• Proficiency in the usage of computers and office software packages
• Strong writing and communication skills
