About UNOPS:


The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operations Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency. The functional objective of UNOPS AGOC is to deliver its projects in an efficient and effective manner, so as to achieve the outcomes sought by the project and to assist in the development goals of the Government of Afghanistan. The stated goal is to provide implementation services to the Government of Afghanistan, the donor community and partner agencies in the reconstruction and development of Afghanistan. The adopted mission of UNOPS is to exceed the expectations of our stakeholders.

Job Summary:

The functional objective of UNOPS AGOC is to deliver projects in an efficient and effective manner, to achieve the development outcomes sought by the Government of Afghanistan and the donor community, where capacity building is always considered and encouraged. The aim of UNOPS AGOC is to provide implementation services to the Government of Afghanistan, the donor community and partner agencies in the reconstruction and development of the country. In doing so, UNOPS aims to exceed client expectations in the delivery of quality services throughout the country.

Duties & Responsibilities:

Reporting directly to the Head of Programmes, the National Principal Programme Specialist is expected to play an advisory capacity in achieving the Programme objectives of AGOC. Specifically, the National Principal Programme Specialist shall perform the following duties and responsibilities, but not limited to:

• Act as office manager for the Office of the Head of Programmes, providing configuration and information management capacity to ensure an efficient and effective office environment for the benefit of clients, stakeholders and internal staff
• Support the Head of Programmes in providing appropriate levels of management and administrative support to Programme and project activities while maintaining and implementing appropriate standards and best practices in line with UNOPS policies and procedures
• Ensure proper preparation and dissemination of periodic reports, budgets, and staffing resources, among others, related to Programme and project issues
• In close coordination with the Head of Programmes, identify key Programme and project resource requirements
• Assist with management and technical support in the development and implementation of Process Management and Information Management Systems to ensure proper monitoring and evaluation of Programme and project activities
• Provide support to Programme and Project Managers with planning and execution of project deliveries according to best practices
• Ensure appropriate liaison and communication among the Business Development Unit, Programmes and Projects, and stakeholders, checking appropriate and timely reporting facilities are available
• In coordination with the Head of Programmes, analyze Programme and project challenges and provide appropriate potential solutions
• Support the Head of Programmes’ coordination of the Business Development Unit, providing technical, management and administrative support to find business and other growth opportunities by building effective relationships with clients and donors
• Identify potential business and customer opportunities for AGOC on a continuous basis
• Perform other duties as may be assigned

3. Monitoring and Progress Controls

The National Principal Programme Specialist will provide programmatic, liaison and management support to the Head of Programmes, and Programme and Project Managers, including project and contract monitoring, administrative support services to project personnel, as well as Programme and operational support to AGOC within the following fronts:

• Successful implementation of strategies for ensuring Programme and project sustainability of AGOC
• Achievement of work plan deliverables on defined quality, schedule and budget
• Donor and client satisfaction based on quality of service and deliverables
• Project performance management

Job Requirement:

a. Education
• Masters Degree in Business Administration, Management, Project/Programme Management, International Relations, or related field.
• Certificate in Project Management or relevant trainings on programmes, business development, management and programme administration will be an advantage

b. Work Experience
• Minimum 7 years of progressively responsible experience in successfully implementing and managing programmes/projects and operations with an international organization or the United Nations
• Knowledge of UN/UNOPS rules and regulations highly advantageous
• Working knowledge of project management tools, systems and standards
• Certified PMP or Certified Prince2 Practitioner an asset
• Well conversed in data analysis, management reporting facilities, and project management tools and information management systems

c. Key Competencies

• Capable of working with others in a participatory and capacity building manner
• Strong communication skills and ability to work in a team to achieve organizational goals
• Ability to establish and maintain excellent contacts with colleagues, senior government officials, donors and UN agencies
• Good analytical skills; resourcefulness, initiative, maturity of judgment
• Fluent in both oral and written English skills. Knowledge of Dari or Pashtu essential
• Self-motivated, versatile and adaptable to different cultures and people
• Demonstrated integrity, confidentiality and balanced judgment
• Willingness to take on added responsibility and to build team morale and consensus
• Demonstrated knowledge of enterprise systems and office applications including presentation software
• Strong organization skills
• Ability to multi-task and prioritize work schedules
• Ability to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
• Commitment to seek and apply knowledge, information and best international practices.
