The UNODC project Strengthening Provincial Capacity for Drug Control (AFG/I87) operates in partnership with the Ministry of Counter Narcotics (MCN) to help strengthen effectiveness of, and coordination on, CN responses in Afghanistan. The Project provides assistance in four key areas: i) physical and operational capacity building for the MCN; ii) technical capacity building and the development of analysis and reporting systems for the MCN; iii) support for CN public awareness and pre-planting campaigns; and, iv) support for the implementation of high impact alternative livelihoods activities. The Project has been refined to harmonies with the new MCN strategy finalized in mid-2010.

Under the overall direction of Counter Narcotics Senior Program Officer and direct supervision of the UNODC Project Coordinator, the CN Project Associate will assist in the planning, coordination, implementation, and monitoring of Project AFG/I87.
ï‚§ Assist in project planning coordination and implementation, with particular emphasis on construction activities, including coordination and preparation of administrative matters related to the organization of meetings, seminars, workshop and conferences, and other arrangements.
ï‚§ Liaise with UNODC supporting units and liaise with regional and provincial offices for project-related administrative and operational matters such as payments, contract management, recruitment of staff, procurement of goods and services, and asset management.
ï‚§ Assisting in monitoring project progress, periodic, annual and final reports and documents, ensuring correctness of style and compliance with UN procedures and standards.
ï‚§ Work closely with administration in the preparation of budget and other planning documents, and on project/budget revisions. Maintain a record of actual expenditures and assist in carrying out financial controls of the project including monitoring of expenditures against budget allocations, towards preparation of financial reports.
ï‚§ Support and assist the National coordinator and team members on strategic project planning, design, and implementation.
ï‚§ Work together with the provincial and central procurement section in Kabul to undertake administrative action related to the procurement of equipment and services including preparation of purchase orders, contracts, and payment to the related requests.
ï‚§ Assist in preparing quarterly reports and any other reports as required.
ï‚§ Liaise with counterpart personnel.
ï‚§ Travel to provinces away from duty station if required.
ï‚§ Fulfil reporting requirements, and coordinate timely reporting from the provincial team.
ï‚§ Carry out any other tasks as assigned by the Representative and/or Project Manager of UNODC Country Office for Afghanistan.

Takes responsibility for incorporating project objectives, ensuring the participation of project team members/supervisors and other support structures in all areas of work; fully proficient computer skills and use of relevant software and other applications, e.g. word processing, graphic software, spreadsheets, database applications, Geographic Information Systems etc; ability to analyze project requirements and assist in drafting memos and reports in support of existing projects or for developing new ones.

Communication: Excellent and effective communication (verbal and written) skills, including ability to assist in preparing reports and conduct presentations with the use of common software applications by clearly formulating positions on issues, articulating options concisely conveying maximum necessary information, making and defending recommendations; diplomacy and tact; ability to convey difficult issues and positions to senior officials.

High School graduate with a certificate in Management, Business Administration, Economics, or other related discipline.
University Degree in Business Administration, Social Sciences, Economics, Natural Sciences or other related disciplines is desirable, but it is not a requirement
Minimum 5 years of work experience in project management/administration or other related disciplines; or a university degree with at least 3 years of related work experience would also compensate.
Experience either with criminal justice, law enforcement, rural development, agriculture, teaching, drug demand reduction and/or HIV related issues are an asset.
Excellent command of written and spoken English, Pashto and Dari.
Good oral communication and writing skills.
Excellent command of MS Office particularly MS Word and MS Excel
Familiar with UN office systems.
