Job Summary:

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Duties & Responsibilities:

Under the direct supervision of Team Leader (Municipal Component) the national UN Volunteer will undertake the following tasks:

1. Support municipal component and design and implementation of project output plan

Assist the component in providing inputs for AWP and detailed implementation plan including budget

Assist in preparing quarterly and annual revenue reports of municipalities against the targets to measure progress

Assist in identifying bottlenecks in revenue improvement and proposing solutions to resolve them

Assist municipal component in implementation of its plans for improvement of revenue management systems in municipalities

2. Support municipalities in implementation of LoGo plan for the revenue improvement

Assist in the design and application of improved revenue generation and management systems in municipalities

Assist municipalities in formulation and implementation of Revenue Improvement Action Plan (REAP) and revenue projections and in integrating them into their respective annual budgets.

Assist municipalities in introduction and application of financial profiling and RIAP monitoring and evaluation mechanisms.

Assist in the documentation, review, analysis, and formulation of recommendations for improving existing revenue management procedures.

Assist in identifying and preparing specifications for the hardware and software resources needed to implement the revenue-administration system.

Assist in monitoring property registration in LoGo covered municipalities

Design and together with the regional municipal specialists conduct trainings on revenue planning, financial profiling, M&E system for municipal revenue and expenditure and approaches to align municipalities with indicators of improved revenue generation system

Provide regular technical guidance to National Technical Assistance Staff and regional municipal specialists to ensure quality products of the projects in municipalities

Furthermore, UN Volunteers are required to:

Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);

Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;

Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

11. Results/Expected Output:

Improved impact on the overall municipalities’ efficiency in revenue collection, financial resources management and success in introduction and implementation of operational strategies.

Improvement in the overall municipal service delivery enhances the government’s credibility toward its constituents

A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Job Requirement:

Master degree or BA degree in Accounting, Finance, Management, Business, Economics, Public Administration or related fields

In-depth knowledge of local governance realities in Afghanistan

Prior experience in provincial budgeting is advantage

Strong communication skills

Ability to coordinate different stakeholders in a complex work environment.

Experienced in capacity development

Ability to work independently

Able to use computer programs/applications (MS. Word, Excel, Power Point,)
