Duties & Responsibilities:
Under the overall supervision of the Chief Maintenance Officer, and within delegated authority, the National Senior Maintenance Officer is responsible for the following duties:
â€¢ Prepare Maintenance, logistics and support plans, deployment timelines and budget requirements for the EUPOL Mission to Afghanistan;
â€¢ Maintain the management and administrative work of the maintenance department
â€¢ Work and coordinate closely with Camp Maintenance
â€¢ Develop and implement methodologies and tools to enable effective execution of Maintenance plans;
â€¢ Ensure all technical machineries, incl. Generators are maintained
â€¢ National Technical staff supervised and trained.
â€¢ Manage logistics operations, including, material and personnel;
â€¢ Ensure that supervised staff members are adequately trained and cross-trained;
â€¢ Identify additional training needs to achieve high working standards;
â€¢ Coordinate logistics activities with procurement, finance and other substantive units;
â€¢ Develop and implement Maintenance support policy, procedures and methodologies to the common benefit of all mission units;
â€¢ Prepare reports on personnel and material movements and other operational logistics issues;
â€¢ Participate in technical survey missions for new PRTâ€™s and pre-deployment;
â€¢ Identify, plan and manage special Maintenance tasks;
â€¢ Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
â€¢ Assume responsibilities of certifying officer upon request;
â€¢ Perform other related tasks as required.
â€¢ Strong personal initiative and willingness to accept responsibilities; comprehensive grasp of maintenance, logistics operations and practices
â€¢ Ability to manage and mentor a technical team by demonstrating leadership
â€¢ Good communication skills including ability to prepare and present concise oral and written Maintenance and logistics operations reports, briefings, updates and other documentation; ability to conduct meetings
â€¢ Good knowledge in Camp management duties
â€¢ Ability to establish priorities and to plan, coordinate and monitor work plans
â€¢ Good negotiating skills and ability to influence others to reach agreement
â€¢ Ability to develop and operate common database software, spreadsheet, project management applications and complex text documents
â€¢ Teamwork - Good interpersonal skills; ability to lead teamwork sessions; demonstrated ability to develop and maintain effective working relationships with logistic counterparts in a multi-cultural environment.
â€¢ University diploma or equivalent. Technical training in Maintenance, logistic and/or supply management is highly desirable
â€¢ At least 5 years of progressively responsible experience in international and/or national logistics operations within an NGO or INGO/IGO.
â€¢ Fluency in spoken and written English and Fluency in the local language may be essential.
