Duties & Responsibilities

Under the general guidance of the UNODC Country Representative and/or her designate and immediate supervision of the International and National Project Coordinators, the Senior Survey Officer will assist the Annual Opium Poppy/cannabis Survey in Afghanistan. In particular the incumbent will:

• Supervise and plan all Remote Sensing and GIS related opium/ cannabis survey activities
• Carry out technical activities involved in implementation of annual opium/cannabis poppy survey such as sampling, resources plan, acquisition of satellite images, download satellite images from the data providers, interpretation of remotely sensed data, GIS data analysis and quality assessment.
• Analysis and estimations using statistical techniques.
• Digital image processing, rectification and enhancement of high resolution satellite images.
• Manage and Plan all ‘Segment data’ preparation for ‘Ground-Truth’ and interpretation of satellite images for identification of crops and natural resources.
• Preparation of maps, area calculations and verification of events using ArcGIS with required projections, scale, symbology and legends.
• Organise and design GPS surveys and integration of GPS data in GIS database.
• Manage and assist in ground survey preparations, planning, monitoring and implementation.
• Supervise preparation of landuse/landcover maps of Afghanistan using medium resolution satellite images.
• Prepare and provide reports including tables, graphs and maps.
• Organize and coordinate training programmes to supporting staff and field staff in GPS, ground measurements, yield experiments/ surveys, socio-economic surveys, remote sensing and GIS.
• Coordination with the field staff for collection of ground based data.
• Manage and supervise record of the satellite images received and archive the data, and maintain the information extracted from satellite data.
• Supervise and quality checking of data derived based on satellite images.
• Carry out any other tasks as assigned by the Project Coordinators and/or the Representative of the UNODC Country Office for Afghanistan.

Creativity: ability to generate new and different options to solve problems or meet client’s needs; ability to think ‘outside the box’, to promote and persuade others to consider new ideas.
Communication: Good communication (spoken and written) skills, including the ability to draft/edit a
variety of written reports, studies and other communications and to articulate ideas in a clear, concise style.
Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance.
Commitment to continuous learning: Willingness to keep abreast of new developments in the field. Ability to share and disseminate the good practices and methodologies.

Job Requirements

Education: Master’s degree in Business/Public Administrations, Geography Social Sciences, and/or other relevant fields. Or, a Bachelor’s degree in above disciplines with at least 7 years of work experience would also compensate.

Experience: Minimum 5 years of relevant work experience (with Master’s) in analysis, strategy and policy development as well as knowledge and experience in technical cooperation; expertise in programme and project development and implementation, including preferably experience with UN or other national or international organizations; experience in provision of advise to high level officials is desirable.

Other Skills:
Skills in ArcGIS software for on-screen interpretation, map making and spatial data analysis and organization.
Knowledge of general computer applications (Excel/Lotus, Access, power point, MS word)
Excellent command of Pashto, Dari and English.
Familiar with UN office systems.
Good organization skills.
Languages: Excellent written and spoken English skills. Knowledge of Dari and Pashto required.
