Duties & Responsibilities:

·      Job Description/Duties and responsibilities:

The successful candidate will work under direct supervision of the Director of Water Right Department and will be responsible and provide report to the Director of the Project Coordination Unit (PCU) of Ministry of Energy and water.

The Transboundary Water Unit will advise the Water Right Department of the MEW on issues regarding the development and management of shared water resources in Transboundary river basins, and the National Senior Transboundary Specialist will act as the focal point of the Transboundary Unit and lead the team in order to support the Water Right Department of the Ministry of Energy and Water in the Transboundary related issues. The National Senior Transboundary Specialist is responsible for the entire Transboundary tasks which will refer from Water Right Department to the Transboundary Unit and also to lead the other Transboundary Unit members. Produce high quality solutions for issues, and be able to apply engineering and legal knowledge and principles to devise innovative solutions to unique problems. The main tasks under the scope of this position are as per bellow:

·        Provide technical and legal lead in all aspect of the transboundary issues for the Transboundary Unit members.

·        Analysis and work on the technical and legal issues related to the development of legal instruments, agreements and treaties with co-riparian countries, international water law, and international law and provide advice to the top management.

·        Analysis and work on the diplomatic issues such as strategic advice on structuring and facilitating dialogue, reply to the letters receiving from the riparian and negotiations;

·        Analysis and work on the hydrological matters such as dams, reservoirs and diversions which may have impacts on downstream flows, impacts of reservoir management on downstream flows, drought and flood issues, the potential effects of climate change on hydrology, hydrologic data and monitoring and information exchange, sediment and erosion, interpretation of modelling, etc;

·        Collection of data and information (hydro-meteorological information) of water resource of the country from relevant departments;

·        Exploring opportunities for joint development and benefit sharing with co-riparian’s;

·        Impact assessment to help determine potential environmental and socio economic impacts of hydrologic development;

·        Socio-economic issues such as economic assessment, including potential benefits/costs with respect energy, agriculture, flood/drought risks and trade; and

·        Closely working and maintain strong relationships with a diverse range of donors.

·        Preparation of the necessary internal and external meetings and presentation at local and international conference.

·        Working closely with other specialists who will work under the Transboundary Unit and lead the Transboundary Unit.

·        Prepare and submit monthly progress report to Water Right Department Director

·        Any other assignment which will be provided by the Director of Water Right, Director of PCU and Deputy Minister.

National Senior Transboundary Specialist/Focal Point for Transboundary Unit

Job Requirement:

·        A.   Academic Qualifications

·        The National Senior Transboundary Water should have minimum Bachelor Degree on Civil, Environment, Water Resource Engineering/Management (preferable Master Degree Water Resource Engineering/Management or Environmental Engineering)

·         The total experience of 7 years, with 5 years’ experience  in the field of Transboundary water of Afghanistan is required.


 Understanding the Afghanistan water law, policies and strategies on water related issues.

·        Understanding the International Water law and law of Transboundary Aquifers.

·        Understanding the international conventions related to the Water resources and environmental issues.

·        Working knowledge of watershed management in Afghanistan river basins.

·        Having knowledge/ experience of integrated water resources management (IWRM).

·        Having leadership and management experience, while defining the institution’s strategic vision, implementation of the missions, and the analysis of the results achieved in organization level.

·        Having knowledge of developing training materials, and offer trainings related to the Transboundary issues to other staff of Ministry of Energy and Water and give presentation and seminars internally and other stakeholders.

·        Having the skill of leadership as the focal point of the Transboundary team in order to lead the team in all aspect of the related issues.

·        Must have experience leading teams of individuals in Transboundary field

·        The candidate should demonstrate high level of project management, leadership, planning, problem solving, analytical and team building skills

·        Knowledge of English and computer literacy are essential.
