Equal Access is an international non-governmental organization specializing in development communications throughout Asia, operating in Afghanistan since 2002. EAA designs and implements a broad range of multi-media projects to support public information, outreach and social change communications initiatives. Job Summary:
The consultant should develop the SMS/IVR strategy under the guidance of Afghan Children Read (ACR) Project and ACR outreach and communication component partner Equal Access Afghanistan, and in close coordination with relevant partners including the Ministry of Education (MoE), International Rescue Committee (IRC), Afghan Holding Group (AHG), SIL-Lead..
Duties & Responsibilities:
Deliverables of this assignment include the following:
1- An initial work plan: This will be the first deliverable that should contain methodology, a list of meetings to be conducted, schedules and questionnaires for some of the interviews. This will be flexible and subject to changes as per progress.
2- A draft strategy report: The second deliverable will be the first draft of the strategy containing a list of meetings conducted (with whom, when, where, topics discussed, and outcomes/agreements achieved), the best practices/approaches for implementing IVR/SMS for awareness raising, re-enforcing teacher’s training/capacity building efforts, coach and mentors, and other aspects of ACR

Half-Day workshop with ACR, EAA, MoE and partners to seek feedback, discuss changes in initial draft
3- Presentation and finalization of Strategy:, the strategy will be developed in English and consultant will be responsible to translate the strategy to one of the local languages. Additionally, present drafts, and final version of the strategy to ACR and government partners.

4- A final Strategy Draft and Report: The draft strategy should be finalized by incorporating all the feedback and comments from communication and outreach team lead or her/his designee. The final strategy document should discuss: 1) the process of research done and its timeline including desk research, meetings and interviews; 2) the outcome of desk research, interviews and meetings; and 3) the best recommended approach accordingly. The main points will include the following:
Informing the importance of implementation of IVR/SMS use for ACR Project
Best practices/approaches to IVR/SMS use in awareness raising and other potential aspects of ACR
A comprehensive plan of implementation, capacity and cost analysis process
Final recommended method for transferring the IVR/SMS facility to MoE based on local realities and needs.
Job Requirement:
At least Masters in Public Policy
At least 3 years of experience in policy and strategy development
Moderate understanding of ICT solutions
Knowledge of education system of Afghanistan
Good written and oral communications skills in Pashto/Dari and English
