About Ministry of Finance:

The Afghanistan Revenue Department (ARD) is a government institution responsible for the administration and collection of tax and non-tax revenue. During the previous years, with the support of donor community, considerable achievements have been made by the ARD in its ability to increase taxpayers’ compliance and to collect tax revenue. These efforts include a wide range of reforms and restructuring within the ARD, particularly the segmentation of the taxpayers into Large, Medium and Small groups and the rollout out of these offices to some selected provinces. In order to increase the Domestic revenue of the country, the Government of Afghanistan is committed to introducing a new tax, the Value Added Tax (VAT), by December 2020. The introduction of the Value Added Tax is one of the measures the Government of the Islamic Republic of Afghanistan is taking to improve its fiscal sustainability in the medium term. 


Job Summary:

The National Adviser, upon appointment, will assist in implementing the Tax Administration Project by assisting preparations for the introduction of a value added tax (VAT).

Travel Requirements:

Travel may be required. Kabul-based specialists are expected to travel within Kabul province and also to other provinces if necessary.


Duties & Responsibilities:

§ Assist in analysing information and developing processes and procedures to support the effective implementation of VAT.


§ Assist in developing and providing reports, as required by LTO (Large Taxpayers Office) staff and the VAT Implementation Steering Committee, on VAT implementation activities and outputs.


§ Assist in planning and delivering management and technical capacity to support operational and management priorities in relation to VAT.


§ Report on legal status of the various VAT disputes studied with proposed recommendations.


§ Assist in developing the capacity building of the Civil servants in the effective and efficient implementation of the VAT.


§ Assist in identifying, developing and documenting VAT related policy issues


§ Any other tasks as directed by the line supervisor.

Qualifications:

Bachelor degree in Business Administration, Economics, Law, Public Policy, Management, Accounting, and related qualification with at least 7 years of work experience in financial management or Masters Degree with 5 years of relevant experience.
