Summary of Key Functions:
Liaison, Capacity Building, and Coordination
• Assist the International TA and the Cluster Coordinator
to effectively work with ministerial working groups to
develop elaborate operational plans, reform agenda and
capacity enhancement activities.
• Follow-up with the working groups on tasks assigned and
ensure that the deadlines are met and tasks fulfilled.
• Assist in coordinating across HRD ministries to ensure
realization of the joint initiatives (e.g., Reform of the
Monitoring and Evaluation systems; reform of the
curricula, reform of financial management systems) as
well as collaborative projects such as reform of Islamic
Education (MoE-MoHE), school health (MoE-MoPH).
• Assist the international and national TAs in writing up
and development of documents and conducting other
pertinent activities
• Liaise between the HRD Cluster Secretariat and the MoF-
based Cluster Coordinating Committee.
• Coordinate and liaise with other clusters as well as
civil society and private sector organizations.
• Assist the International TA, Cluster Coordinator in
establishing partnership and working closely with the
private sector and civil society organizations.
Administration and Management
• Organize and keep files, folders (both hard and soft) and
other HRD Cluster-related documents and assist working
groups in assigned ministries to do the same.
• Work in two to three ministries as assigned by the HRD
Cluster Coordinator, but will be based at the HRD Cluster
Secretariat the Ministry of Education.
• Serve in key roles for note taking, editing, and
formulating draft and final planning products for the
respective Cluster.
• Act as a Secretariat for Cluster team meetings, and
facilitate communication and information sharing among
team members.
• Organizing meetings, workshops, conferences,
consultations, information sharing and presentation
events including preparation of the agenda, presentations
and organizing of the minutes and reports.
• Organize meetings and working sessions for the Cluster,
liaising with other ministries as appropriate to ensure
proper coordination at the working level.
• Serve as the lead logistical organizer for the Cluster
Secretariat in organizing meetings of the Cluster, in
coordination with the Cluster Manager.
• Undertake any other activities as assigned by the Cluster
Coordinator or the Cluster Lead
Reports to:
The HRD Cluster Coordinator and ANDP Project Manager.

into substantive work and commitment to the goal of
achieving gender balance in staffing.

based an all available information.
Education:
• A university degree in organizational structure, program
and project design, business administration, economics,
or public administration
Experience:
• Experience in the design of large-scale programs and
projects
• Experience in the implementation of-large scale programs
and projects
Language Requirements:
• Fluency in written and oral English is a must and
proficiency in Dari and Pashto.
