About Ministry of Agriculture Irrigation and livestock (MAIL):
The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development to communities.
The General Directorate of Natural Resources Management (GD-NRM) is one of the biggest and most important directorates of the MAIL. This directorate offers services in Natural Resource (forests, rangelands and protected areas) Management, promoting Community Based NRM initiatives so that local communities can benefit, in a fair and equitable way.
The mission of DG-NRM is Restoration, protection, conservation, and improvement of forest, rang eland, natural vegetation and ecological areas, improving green areas in and around urban areas, introducing prudent utilization approaches and mechanisms, watersheds management and soil conservation, combat desertification and improve ecological balance; resultant to reduced natural disasters, healthy environment, agriculture and livestock sector development and food security.
Under the overall guidance of the Director General of NRM, the Incumbent will design standardized concepts, proposal, technical manuals and guidelines based on the technical and feasibility studies for NRM (forests, rangelands, protected areas and wildlife) interventions in national wide. The candidate will report directly to DG-NRM on the need to need basis

Duties & Responsibilities:
A) Information Management on Natural Resources:
§ Conducting a stock-taking and assessment of the existing technical, institutional and human resources capacity of the national and sub-national natural resources departments (forest, rangelands, medicinal plants, protected areas and wildlife) and identifying gaps on the national and sub-national levels.
§ Overseeing and reviewing of existing climate & hydro-meteorological information and carrying out of consultations with relevant stakeholders and sectors.
§ Provision of improved quality natural resources and climate information for effective planning and action at local and national levels in order to:
a) Strengthen GD-NRM’s observation and data collection systems on natural resources;
b) Develop updated climate change scenarios specific to Afghanistan and using them to assess expected consequences of climate change on priority sectors;
c) Conduct vulnerability assessment of the communities to natural disasters and climate change;
d) Develop a comprehensive natural resources risk/climate change information platform;
e) Collection and recording of good practice and indigenous knowledge of natural resource management.
f) Supports for the establishment of GIS and information management system for natural resources.
B) Program/Project Design:
§ Review relevant documentation and literature related to the project.
§ Taking the NRM mandate and national priorities into account, s/he shall manage to develop and prepare a full draft investment program and project proposals and concepts including the preparation of the project appraisal document and the project’s operations manual and related annexes, based on Natural Resources Management National Strategy (2017-2021) and relevant priorities;.
§ Define the program preparation arrangements including the technical coordination of each component/activity as appropriate;
§ Define the baseline and annual targets, and monitoring mechanisms and specific plan for indicators which are defined in the Natural Resource Management National Strategy (2017 – 2021);
§ Verification of technical solutions and development of implementation methodologies, Community-based NRM Frameworks (CBNRMF), operational manuals and modules based on the regional and international successful experiences.
§ The incumbent tracks progress toward achieving the goals of NRM programs in Afghanistan and participates in the various reporting sessions.
C) Organization Capacity Development
§ Ensure transfer of knowledge and skills to other individuals including the civil servants in an effective manner.
§ Conducting of capacity need assessments and development of comprehensive capacity development plans for enhanced governance of Natural Resources.
§ Formulate technical manuals, strategies and guidelines and specific policies for Community-based Natural Resources Management.
§ Outreach of the best practices through conducting of training programs and conferences and establishment of coordination platforms with partners.
§ Provide technical subject matter level expert support in areas related to NRM.
§ Provides technical guidance and monitoring NRM development activities to insure that they are carried out in a technically-sound, timely, and cost-effective manner.
§ Any other tasks assigned by DG-NRM
§ The Natural Resources Programs Design Specialist shall report to the Director General of Natural Resources on monthly, quarterly, annually and need to need basis.
Job Location:Afghanistan, Kabul
§ University Degree in Natural Resources Management, Agriculture and/or any other relevant field.
§ Preference will be given to master degrees.
§ At least 5 years of relevant experience in designing NRM Projects and programs with reputable national and international organizations. Preference will be given to candidates with additional years of experience in Project Management.
§ Enough experience and competency in computer packages (GIS, Ms. Office and other NRM designing packages).
§ Significant expertise and experience in the development of proposals for multilateral organizations
§ Ability to lead strategic planning, result-based management and reporting;
§ Knowledge and/or familiarity with the socio-cultural dynamics in Afghanistan and/or in rural communities in which the project activities will be implemented;
Proven ability to generate and sustain ongoing consultation and meaningful participatory processes with a wide cross section of stakeholders throughout the duration of the project.
§ Good understanding of natural resources, climate and environmental situation in Afghanistan.
§ Excellent communication skills; and excellent knowledge of English, Dari and Pashto language (both spoken and written).
§ Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.
