Job Summary

To establish, scale up and strengthen IMAM program within health facilities and communities in Kabul city

Duties & Responsibilities

Objective 1: Develop and implement operations

Managing the nutrition/ health project cycle

Oversee timely and quality implementation of planned activities within his/her project and regularly alert the Coordination Team to any delays or excessive or under-use of resources;

Regularly monitoring the activities in the field, in collaboration with Nut/Health/MEAL Departments;

In collaboration with the DPM prepare all the tools for the implementation, monitoring and evaluation of the activities

Ensure that the programs performance is on track according to ACF minimum standard- in case, results would not meet ACF expectations, propose solutions towards, implement the proposal and ensure programs use protocols by MoPH &/ ACF

Technically support in evaluating the evolution of nutrition situation within the project catchment area and suggest appropriate strategies with support from Nutrition/ Health department.

Discuss and follow up of any technical problems related to nutrition programming within project catchment areas and brain storm solutions.

Monitoring the budget and targets achieved with reference to the project proposal, and making any necessary adjustments in consultation with the Field Manager and the Coordination Team;

Prepare monthly financial projections and share with the base Finance Manager

Manage nutrition activity budgets, control expenditures and report on the same to Finance Manager.

Identify the purchases necessities in accordance with the PPP and ACF logistic rules;

Manage and supervise relationships with peer organizations/, associate partners, working in the same area of intervention.

Contributing to the preparation of new projects (text and budgetary content) together with his/her coordinating group

Monitor and analyse data and generals indicators (LFA, SPHERE Standard and key ACF indicators)

Proposed solution to FM/HoD if the indicators are not reach or implementation of activities need to be adapt

Mission 2: Manage and train the ACF programme teams
 Participate in recruitment of the nutrition and health team in accordance with ACF HR rules and agreed JD;
 Conduct semi-annual evaluation and performance appraisal of ACF staff under his/her supervision. ;
 The management of his/her teams (leadership, monitoring, motivation...);
 Organizing and leading team meetings and individual monitoring sessions (both regular and « one off »), in collaboration with HR Department;
 Establishing and monitoring action plans of individual team members;
 Managing the planning, organization and division of work;
 Arranging staff assessment interviews with individual team members and following these through in collaboration with HR;
 Providing technical support to the teams both in the frame of the partnership and in direct implementation;
 Providing support in dealing with routine problems encountered by team members;
 Managing problems of team working in liaison with mission HR


Mission 4: Internal coordination with programs and support departments
 Closely coordinate with Nutrition/ Health Deputy Program Managers to ensure a coherent operational strategy and to support the direct implementation of nutrition/ Health activities by their respective teams
 Formulate the treasury forecast for budgets under his/her spending authority;
 After consultation with Deputy Program Manager and/or Supervisors, propose the movement plans to line manager for validation;
 Raise the procurement requests, follow-up the procurement with logistics department and report regularly the real expenditures in the operational follow-up
 Alert the line manager in case of coordination challenges with other programs or support departments
 Sharing information on a regular basis with those responsible for psycho-social programmes, food safety intervention and WASH in order to promote the development of an integrated approach


Mission 5: Human resource management and administration
 Determine staffing needs and carry out recruitment process as per established HR policies.
 Carry out performance appraisals, supportive supervision and motivation of staff under him/her.
 Assign short and long-term objectives and develop detailed action plan for team member under his/her supervision
 Identify training needs of the nutrition staff, prepare and facilitate/ execute the trainings both theoretical and on the job as required.

Mission 6: To ensure appropriate collaboration with all relevant stakeholders
 Participate actively in defining the working relationship between ACF and relevant partners.
 Establish and uphold a cordial working relationship between ACF and relevant partners
 Develop strong relationship with key stakeholders of the public health system and at community-level
 Support the line Manager to share project progress reports with relevant partners

Mission 7: Reporting, monitoring and representation
 Work closely with MEAL department to design and implement a most efficient monitoring and accountability system at project level.
 Ensure implementation of formal system for collecting and responding the feedback/complaint of the beneficiaries.
 Ensure awareness among the team members about accountability mechanisms
 Share lessons learnt on a regular basis with project management team
 Prepare donor, weekly, monthly and programmatic reports as requested by the line manager
 Represent ACF in meetings and thematic forums as requested by the line manager

Job Requirements

- Medical background or a minimum of 5 years of experiences in the field of health and nutrition
- Demonstrated skills in designing and facilitating trainings for various audiences
- Good organization, planning and reporting skills
- Autonomous
- Fluent English in speaking and writing and excellent communication skills
- Good team management and positive attitude
- Good computer skill
- Knowledge in behavior change strategy
- Knowledge in Mental Health and Care Practices (MHCP)
- Knowledge of Hygiene & sanitation
