Job Summary:

The purpose of the intervention is to stabilize acute malnutrition in targeted populations, in coordination with partners to ensure WFPs supplementary feeding component is complemented by other stakeholders activities such as therapeutic feeding, growth monitoring and a number of other activities based out of the health care centres.

Prior to the start of the SFP, trainings were conducted for implementing organizations, typically the Basic Package for Health Services (BPHS) implementer and MoPH/DoPH staff on its’ implementation. At the start of the SFP, there were delays in reporting, however since then WFP has acquired a number of reports which show consistently high levels of malnutrition. These levels are much worse than initially anticipated however at the same time there are concerns with the quality of the input into the reports. There are also concerns with the accuracy of the MUAC measurements being taken and how they are recorded.

As a result, WFP will conduct a rapid review to of the SFP implementation to look into these issues.

Duties & Responsibilities:

Consultant’s Tasks and Responsibilities;
The services of an international consultant will be required for the following:
Under the general supervision of the WFP Country Office the consultant will perform the following duties:

• Review the questionnaires developed by WFP and provide feedback;
• Train and orientate enumerators to conduct reviews at the clinic level as well as to conduct focus group interviews;
• Oversee the enumerators in their field work, including through travel to the clinics with the various teams;
• Provide additional insight, beyond the scope of the questionnaire, based on any observations made during the field visits and adapt the questionnaires accordingly if necessary and in coordination with the WFP CO;
• Oversee data entry and conduct data analysis of questionnaires;
• Prepare a report highlighting the findings of the field work as well as a list of recommendations for the future. The report shall summarize the findings and n addition make recommendations on how to improve issues that are not up to standard. This might involve discussions with counterparts and partners by the nutritionists while enumerators conduct interviews.
• Perform other related duties as required.

Submission of a report at the end of the consultancy is expected.

Job Requirement:

Essential Qualifications/Requirements:
• University degree in nutrition
• At least five years of postgraduate professional experience in development, nutrition programming, public health, or food assistance support.
• Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.
• Fluency in both oral and written English

Desirable Skills:
• Knowledge of the health system in Afghanistan, including nutrition.
• Experience in health and/or nutrition programme, especially on Supplementary Feeding Programme, coordination and management.
• Previous experience in implementing WFP-assisted nutrition interventions.
• Concise and informative writing skills, good communication skills, ability to plan and organize work under tight deadlines, ability to work independently and efficiently.
