Job Summary

The Office Engineer reports to the Senior Engineer and is the professional technical support in social and public infrastructure initiatives being carried out under Creative Associates. He/she must ensure that all engineering works are in compliance with construction standards and that all project justifications and reports are in compliance with Creative Associates reporting formats.

Duties & Responsibilities


MAIN RESPONSIBILITIES AND TASKS:

• Responsible for design and overall technical management of infrastructure projects.

• Responsible for monitoring infrastructure projects for quality assurance.

• Provide leadership role in technical issues related to project implementation in coordination with the Senior Engineer.

• Responsible for reviewing the preparatory works for all infrastructure projects that are scheduled for implementation, prior to commencement of project activity.

• Prepare the engineering design of infrastructure projects like roads, irrigation, water supply, building refurbishment etc. Ensure that the bill of quantities, budgets, work plan etc. are technically sound.

• Supervise the procurement of materials through a competitive and transparent bidding process based on Creative polices in collaboration with the procurement section.

• Ensure that contractors carry out construction work by adopting designs and procuring materials based on technical specifications.

• Ensure that projects are completed based on agreed time schedule with the resources available.

• Upgrade the technical skills of contractors and beneficiary population during the construction phase so that beneficiaries can take over the maintenance responsibility of completed infrastructure projects.

• Monitor and evaluate activities according to agreed work plans to ensure compliance with quality standards.

• Coordinate with finance department and supervise cash payments to workers.

• Prepare monthly, quarterly budget and financial projections for a period of six months in collaboration with financial staff.

• Improve and approve weekly and monthly reports submitted by contractors as part of the payment request.

• Submit weekly and monthly progress report including recommendations on challenges and solutions to management.

• Diplomatically resolve site disputes and address issues that will potentially delay project delivery. Coordinate with heads and Shura elders to ensure overall project progress.

• Prepare strategic action plan to achieve levels of performance indicators as set forth in the contract documents.

• Assist Senior Engineer in technical and financial evaluation of bids and in preparation of Monitoring and Evaluation Reports. Carry out other assignments as specified by the Senior Engineer.

• Highly self-motivated individual with proven ability to work under high pressure, and responsibilities, multi-task, and take initiatives.

• Systematic and organized.

• Preparing monthly Report which shall include past month activities – progress and challenges, planned activities, proposed solutions to challenges, if any. The report shall cover all financial and technical activities.

• Performs other tasks assigned by the supervisor.

Job Requirements

QUALIFICATIONS: (MINIMUM REQUIREMENTS)



EDUCATION: University degree from Civil Engineering Department.






WORK EXPERIENCE: Minimum of 5 years experience in an equivalent position. Experience working in a similar position for an NGO or an international organization is preferred. Must have the ability to work effectively in a fast-paced, stressful environment. In


SKILLS: Working knowledge of English, both written and spoken. Working knowledge of MS Office Package. Knowledge of Engineering Software is clearly a plus, Able to communicate fluently effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.

LANGUAGES: Fluent knowledge of speaking and written English, Dari and Pashto.

GENERAL: Excellent analytical and organizational skills;
Strong diplomatic and interpersonal skills are desired;

Tactfulness, integrity and ability to work with minimum supervision and under pressure.
