Job Summary

Description of the Position
ARAZI is seeking for a qualified national Conflict Resolution and Land Clearance Specialist who can be capable of developing a strategic approach and models for probable land conflicts, solving land conflicts by developing and leading an arbitration system and developing Land Clearance systems which will be implemented to deal with all land clearance issues.
The incumbent will report to the Land Lease Enforcement Director and Deputy Director on regular and on ad hoc basis. He/she will have full knowledge of Afghanistan’s Land Management Law and lease related affairs. The incumbent will splendidly perform the following tasks and duties.

Duties & Responsibilities


Key Responsibilities
1.Establishing a procedure for effective and expedient resolution of disputes relating to leases or the lease procedure.
2.Developing a map of involved entities in terms of resolving the disputes and conflicts.
3.Maintaining a manner of independence and neutrality to deal well with mediators and arbitrators that would be part of the Lease Enforcement Directorate.
4.Developing land clearance forms and systems of gathering information.
5.Support the land clearance team in terms of developing the land clearance system, and will be dealing with all land clearance issues.

Main Tasks
Developing forms and templates for obtaining conflicts and information.
Developing land clearance forms and systems of gathering information.
The specialist could have general responsibilities in resolving land tenure and title disputes as part of the clearance process.
Developing applicable arbitration systems beneath and providing technical and legal expertise on arbitration for land conflicts and dispute resolution.
Maintaining a manner of independence and neutrality to deal well with mediators and arbitrators that would be part of the Lease Enforcement Directorate.
Establishing a procedure for effective and expedient resolution of disputes relating to leases or the lease procedure.
Developing a map of land conflicts and disputes.
Developing a manual of inter coordination between tenants, Arazi, courts and other governmental entities.

Job Requirements

Education
Bachelor’s degree in Bachelors degree in Law and Sharia

Professional experience
5 to 7 years progressive experience in Law and other related field with public/ private organizations , UN or NGOs

Technical skills
Land Management Law
Land Lease Contracts
Legal procedures
Understanding of governmental policies and procedures.

Language Knowledge
Excellent communication skills in English, Dari and Pashto
Computer Science
Office Package, other softwares, Dari/Pashto/English Typing
