The Operation Manager works under supervision of Country Director. He/she is responsible for overall security, procurement, and logistic affairs of RI Afghanistan.
Duties & Responsibilities:
â€¢ Act as focal point for RI-Safety and Security issues in Afghanistan internally and externally, in coordination with the Country Director and Global Security Coordinator.
â€¢ Review and update country security plans on a bi-annual basis
â€¢ Undertake situation and security risk assessments on an ongoing basis
â€¢ Implement, and monitor standard operating procedures
â€¢ Develop and regularly review contingency plans for hibernation, relocation and evacuation
â€¢ Devise strategies for enabling safe programming and access to beneficiaries in insecure environments
â€¢ Ensure the participation of relevant local staff in the development and implementation of security policies, procedures, and analysis
â€¢ Monitor staff compliance with RI security procedures
â€¢ Provide leadership and guidance on safety and security related matters to local staff
â€¢ Create a culture of security awareness
â€¢ Deliver regular security awareness and management training to local staff, based on their needs
â€¢ Build relationships with local and regional security actors and networks for information sharing and coordination
â€¢ Represent RI at relevant security forums
â€¢ Monitor the security situation in Afghanistan, analysing and disseminating information and recommendations
â€¢ Ensure compliance with MOSS
â€¢ Point of contact for all safety and security related incidents, providing immediate during and post incident support, coordination and analysis
â€¢ Submission of incident reports
â€¢ Manage travel assessment, sign off, and coordination
â€¢ Ensure RI offices and guest houses have appropriate protection measures in place
â€¢ Manage RI drivers to ensure safe vehicles and driving practices
â€¢ Manage guards to ensure high levels of compound security
â€¢ Conduct security inductions for all incoming staff
â€¢ Provide weekly security briefing to staff
â€¢ Provide written weekly security reports to the country office and spot reports/analysis in writing where requested
â€¢ Ensure inventories are fully accounted for and maintained in a secure place that prevents both theft and spoilage.
â€¢ Maintain and update RI Afghanistan inventories in conjunction with logistic staff in field offices, in accordance with RI field procedures.
â€¢ Coordinate with other staff members to ensure that Country and Field Offices and Guest House Residencies are kept safe, adequately equipped for essential function and comfort, are maintained at the highest standards of hygiene, and supplied as per RI Afghanistan Operation Standards.
â€¢ Ensure that cooks and cleaners are trained and ensuring facilities for Offices and Guest house Residencies are operational and compliant with RI field procedures and Afghanistan Operations Standards; particular attention is to be paid to daily maintenance of high traffic spaces (kitchen, latrines/washrooms) for upholding hygiene standards for health and well being of staff and resident staff.
â€¢ Ensure drivers are trained and transportation systems are operational and compliant with RI field procedures and Afghanistan Operations Standards.
â€¢ Ensure that supply systems for durable and consumable goods are maintained in an orderly manner and with a stock card management system, per RI field procedures.
â€¢ Assist any other logistical staff and other program support staff on various tasks as requested by the Country Director, including, but not limited to document preparation and processing.
â€¢ Assist the smooth functioning and support of all RI Afghanistan field offices, and their logistics staff, including short program support visits to field offices as necessary and in coordination with the Country Director.
â€¢ Procure requested program and program support items, in accordance with the RI field procedures and finance protocols, in coordination with the Finance Department.
â€¢ Carry out a transparent and efficient bidding (quotation) process as outlined in the RI Procurement Procedures Manual and in coordination with the Finance Department.
â€¢ Make every effort to obtain the lowest price and highest quality of items for RI programs.
â€¢ Procure all requested items in timely manner to facilitate program and operational needs without gap.
â€¢ Account for purchased items and coordinate with appropriate logistical and admin staff members to absorb items in inventory and supply management systems.
â€¢ A minimum of 3 years security management experience, preferably in the NGO sector
â€¢ Experience developing and implementing NGO safety and security policies and procedures
â€¢ Experience conducting security risk assessments
â€¢ Ability to provide high quality security training to local staff
â€¢ Experience managing safety and security incidents
â€¢ Demonstrable experience of creating a culture of security awareness
â€¢ Excellent organizational skills and ability to prioritize multiple tasks and meet deadlines;
â€¢ Rational, considered and informed approach to decision-making
â€¢ Proven ability to develop effective working relationships with local staff and external stakeholders
â€¢ Willingness to travel frequently
â€¢ Familiarity with the rules and procedures of different governmental organs e.g. Traffic Department, Ministry of Economy, Ministry of Foreign Affairs, Ministry of Interior, â€¦
â€¢ Ability to work well under pressure in challenging conditions
â€¢ Fluency in spoken and written English and Dari/Pashtu
â€¢ Microsoft Office skills
