About Agricultural Development Fund

Agricultural Development Fund (ADF), is a financial institution under the Ministry of Agriculture, Irrigation and Livestock (MAIL), Government of Islamic Republic of Afghanistan (GIRoA). The ADF’s mission is to finance agriculture and agribusinesses across the country, so as to contribute to the economic development of Afghanistan. While the primary target client of the ADF is the commercial farmers, it also provides financial support to other small/large farmers, cooperatives, agricultural input suppliers, equipment dealers, processors, wholesalers and exporters; as well as to those businesses that support agriculture, such as storage facilities and the transporters. ADF provides funding to its clients both, directly and indirectly, i.e. through financial and non-financial intermediaries. Its financing activities span agricultural production, processing, trade and marketing at all levels.

Job Summary

Operation Assistant will work with Operation Department in daily activities.

Duties & Responsibilities

  • Issue Request for Quotation for procurement purchases goods/services.
  • Visiting the market for the collection of the quotation based on the ADF policy and procedure
  • Take parts in bed openings as nonvoting member and give helping hand to the procurement officer for conduction the bid committees.
  • Coordinate with requestors and make sure the right materials needed. Find out the sample of material to be purchased if necessary;
  • Provide purchased materials to the responsible receiving office and do all actions for completing the process.
  • Tracking of the payments in order to be sure that all payments are done in proper time.
  • Prepare recommendations, price analyses for the purchase of substitute items which are economical to ADF by consulting manufacturer's catalog and conducting market surveys.
  • Prepare request for payments, leases etc…
  • Liquidate and make amendment to the Purchase Orders, after checking all payment status of the Purchase Orders and discussion/consultations with the Buyers and account holders.
  • Performance forms and procedures. Ensure timely and accurate entry of vendor information.
  • Collaborate closely with the Procurement & Logistics Officer as required.
  • Manage and handle a good filing system.
  • Make reservations and purchase tickets for all relevant incoming and outgoing local or international flights in a timely fashion.
  • Ensure that the security staff and ADF are made aware of all incoming travelers; and that are met by security staff at the airport.
  • Distribution of Top up card for all ADF staff.
  • Preparing and printing of Business card for all new staff.
  • Vehicle maintenance.
  • Arrange Daily movements.
  • Updating of Drivers log books consistently.
  • Updating the inventory tracker on weekly bases.
  • Do the inventory physical check up on quarter bases.
  • Workshop and trainings logistical arrangements.
  • Perform other related duties as assigned.


Job Requirements

  • Bachelor’s degree in business administration or Economics
  • At least 3 years progressive working experience in the operations (procurement & logistics management field), preferably with international donor-funded projects. USAID, UN agencies or NGO's on relevant programs in Afghanistan.
  • Strong written and verbal communication skills in English, Dari and Pashto is essential.
  • Excellent verbal and written communication skills.
  • Good working knowledge of MS Office application (Word, Excel), email and able to easily navigate the Internet.
  • Ability prepare meaningful reports.
  • Able to uphold and respect procurement ethics and to conduct activities with integrity.
  • Be willing and able to meet tight deadlines.
  • A self-starter, who is able to plan and manage his/her own work, takes initiative and strives to meet deadlines.
  • A team player who demonstrates patience, flexibility and honesty.



  • Strong written and verbal communication skills in English, Dari and Pashto is essential.
  • Excellent verbal and written communication skills.
