About United Nations Development Programmes:
UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.
UNDP Afghanistan is supporting the Government to find innovative solutions to its development challenges based on the on-going Country Programme Document approved by the Executive Board for the period 2006 â€“ 2009. A new Country Programme Document was approved by the Executive Board during September 2009 for the period 2010-2013. Key priority areas for UNDP assistance are in strengthening democratic governance, crisis prevention and recovery, and reducing poverty. UNDP is strengthening the institutional capacities of key national government and sub-national authorities which aim to enhance human security, human development, peace and stability in Afghanistan.
Under the guidance of DCD-O, the Operations Manager acts as an advisor to Senior Management on all aspects of Herat Office management and operations. This includes strategic financial and human resources management, efficient procurement and logistical services, ICT and common services consistent with UNDP rules and regulations. The main role is to lead the operations, ensuring smooth functioning of the CO/programmes/ projects operations in the region, consistent services delivery and constant evaluation and readjustment of the operations to take into account changes in the operating environment as and when needed.
The Operations Manager leads and guides the Regional office Operations Team and fosters collaboration within the team, with programme staff and with other UN Agencies and a client-oriented approach. The Operations Manager works in close collaboration with programme and project teams in the regional office, operations staff in other UN Agencies, UNDP HQs staff and Government officials to successfully deliver operations services.
Duties & Responsibilities:

â€¢ Ensuring strategic direction of operations;
â€¢ Financial resources management and supervision of the Finance team;
â€¢ Ensure providing of efficient procurement and logistical services;
â€¢ Ensure of provision of ICT services;
â€¢ Common services organization and management, establishment of partnerships with other UN Agencies.
1. As a member of the CO management team, ensures the strategic direction of operations focusing on achievement of the following results:
â€¢ Full compliance of operations with UN/UNDP rules, regulations and policies, implementation of corporate operational strategies;
â€¢ Regional Office business processes mapping and establishment of internal Standard Operating Procedures (SOPs) in all areas of operations management;
â€¢ Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment;
â€¢ Knowledge building and sharing with regards to management and operations in the regional office, organization of the operations staff trainings, synthesis of lessons learnt/best practices, and sound contributions to UNDP knowledge networks and communities of practice.
2. Ensures effective and accurate financial resources management and supervision of the Finance team focusing on achievement of the following results:
â€¢ Proper planning, expenditure tracking and audit of financial resources in accordance with UNDP rules and regulations.
â€¢ Organization of cost-recovery mechanisms for Regional office services provided to projects and UN Agencies, including ensuring preparation of proforma invoices for UN agencies.
â€¢ Act as regional office petty cash custodian.
3. Ensures strategic human resources management.
â€¢ Regional Office compliance with corporate human resources policies and strategies;
â€¢ Optimal staffing of the regional office;
â€¢ Establishment and maintenance of the proper performance management and staff development systems. Implementation of the Universal Access strategy on learning ensuring access of the staff to role appropriate learning activities.
4. Ensures provision of efficient procurement and logistical services and supervision of the Procurement team focusing on achievement of the following results:
â€¢ Compliance with corporate rules and regulations in the field and elaboration of the regional office procurement strategies including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement promotion and introduction, performance measurement;
â€¢ Elaboration of the Regional office contract strategy including tendering processes and evaluation, managing the contract and contractor, legal implications.
â€¢ Proper management of UNDP assets, facilities and logistical services.
5. Ensures provision of information and communication management services.
â€¢ Maintenance of a secure, reliable infrastructure environment for ICT and adequate planning for disasters and recoveries;
â€¢ Identification and promotion of different systems and applications for optimal content management, knowledge sharing, information provision and learning including e-registry, web-based office management system, etc.
6. Ensures proper common services organization and management, establishment of partnerships with other UN Agencies focusing on achievement of the following results:
â€¢ Establishment of common services, maintenance of coordinating machinery to ensure integrated activities on common services and implementation of the UN reform;
â€¢ Elaboration of the strategic approach for implementation of common services in line with the latest developments in common services and the best practices;
â€¢ Proper planning and tracking of common services budget and of Agencies contributions to the common services account;
â€¢ Ensure that all security related measures are properly implemented and applied.
Education and Experience:
â€¢ Masterâ€™s Degree in Business Administration, Public Administration, Finance, Economics or related field;
â€¢ 2 years of relevant experience at the level of Herat province level in providing management advisory services and/or managing staff and operational systems and establishing inter-relationships among international organization and national governments;
â€¢ Female applicants with Bachelorâ€™s degree and 2 years of experience will also be considered;
â€¢ Experience in the usage of computers and office software packages, experience in handling of web based management systems will be an asset.
â€¢ A high degree of fluency in English language and national language of the duty station.
