Job Summary:

The Operations Manager reports to the Executive Director and supports program team in all activities related to human resources, logistics & administration according to IWA policies and procedures. The Operations Manager supervises IT unit, Logistics unit and the operational support staff i.e. HR/Security Assistant, drivers, guards, cleaners, cooks and interns. The Operations Manager duties and responsibilities include

Duties & Responsibilities:

Human Resources

Design the annual HR plan and salary review process in support of organization’s strategic plan

Regularly identify human resources needs in consultation with programs and provincial office, plan and implement the recruitment of staff including job description drafting, vacancy announcement, short-listing, interviewing, testing, selection and contracting new staff;

Monitor and review the system of performance appraisals, ensuring that annual appraisals are carried out in a timely manner and followed up; recommend solutions on basis of the results of evaluation;

Periodically identify needs and opportunities for the training and upgrading of personnel; plan and coordinate for the implementation of internal and external training schemes;

Keep records on all staff and other documents related to human resource management;

Manage staff incentives including compensation, sanctions including warnings as appropriate and dismissal of the employees on behalf of management; also addressing grievance matters and participate in or leading investigations as appropriate;

Monitor sickness, leaves and absence levels and provide monthly reports to management; manage maternity leave administration, flexible working requests, health issues and medical referrals;

Work closely with senior management and principal managers, providing them with expert guidance, coaching and support on the full range of HR activities (including policies and procedures, terms and conditions of employment, absence management, restructuring of services, performance management, redundancy planning etc.) in order to ensure a consistent and fair approach to people management;

Develop, maintain and update internal rules and regulations, staff management policies, recruitment, promotion and sanction procedures as well as staff evaluation processes to ensure effective, fair and consistent management of staff throughout the organization;

Ensure that managers and staff are aware of the policies, procedures, key organizational issues and changes and that they are able to operate them effectively;

Keep up to date with legal developments and advise management on compliance and risk factors;

Gather and analyse labour market data to measure the competitiveness of the organization’s compensation and benefits package, and make recommendations as appropriate;

Supervise Logistics Officer for in-time and proper procurement to Kabul and provincial offices

Improve and follow-up the procurement policies, procedures and processes;

Recording office expenditure and manage the budget with a view to increase cost efficiency;

Set up a record of main contractors; define contract formats for each type of services and goods;

Maintain supplies of stationery and equipment;

Identify needs for vehicle; plan transportation schemes for staff;

Improve and maintain the safety of office equipment;

Carry out and maintain regular inventory of office equipment and supplies;

Supervise visa, travel arrangements, eventually accommodation, local transportation and any other administrative requirement of external visitors and managerial staff of IWA going out of or coming into the country;

Actively contribute in proposal writing, budget designing and participate in collegial decision-making regarding all financial and administrative aspects of programs.

Assign work to, monitor and supervise clerical, office and services staff including HR/Security Assistant, Logistics Officer, IT Officer, drivers, guards, cleaners, cooks, etc.;

Improve existing communication tools using methods and expenses including Internet and telephone; design and update in coordination with all departments a centralized list of all working contacts to ensure institutional memory of the organization;

Take the lead on definition of security plan for staff members; stay updated on security concerns and events;

Issue employee identity cards, letters of mission, job certificates, recommendation letters and any other relevant administrative document;

Control correspondences and set up a mechanism for outgoing and incoming letters and exchanges

Manage filing systems, develop and implement new administrative systems for increased efficacy at work

Managing house rent, maintenance and repairs for Kabul office

Daily supervision of keeping the office clean, tidy, safe and user-friendly;

Perform other related duties as required.

Job Requirement:


A bachelor’s degree in any relevant area with in-depth knowledge of the job role;

At least Five years of experience in administration, HR and operations management.

Proven background of people management experience.
Knowledge, skills and abilities

Proven supervisory experience;

Excellent oral and written communication skills in English and Dari;

Excellent interpersonal skills;

Highly organized, rigorous, able to focus on details while maintaining sight of ‘the big picture’; respecting timelines and able to work positively under stressful situations
