Job Summary:

Duties & Responsibilities:

Under the direct supervision of the Project Manager with the secondary reporting line to the Deputy Project Manager and guidance from the UNDP Operations, the Operations/Procurement Officer will:

• Responsible for Human Resource Management for LOTFA Project;
• Responsible for Operations Management for LOTFA Project;
• Manage all procurement and logistical services for the LOTFA Project;
• Facilitation of knowledge building and knowledge sharing.

1. Human Resources Management and Assist the LOTFA (Admin/Finance/Gender/EPS ) in all aspects of their work relating to operations and human resources:

• Analyze the information for preparation of Human Resource plan for the office and monitoring of its implementation;
• Oversight of recruitment processes in accordance with UNDP rules and regulations, appropriate use of different contractual modalities, contracts management;
• Establishment and maintenance of the proper performance management and staff development systems.

2. Provide analytical inputs to elaboration and implementation of operational strategies focusing on achievement of the following results:

• Full compliance of procurement activities with Government/UNDP rules, regulations, policies and strategies;
• LOTFA Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit in coordination with supervisor;
• Analyze and propose the elaboration of contract strategy, sourcing strategy, quality management, supplier selection, improvement of procurement processes in LOTFA;
• Act as a focal point for the project in liaising between the MoI and UNDP on procurement and operational matters;

3. Support management of procurement processes and logistical services for LOTFA focusing on achievement of the following results:

• Analyze the information for preparation of procurement plans for the office and projects and monitoring of their implementation;
• Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with Government/UNDP rules and regulation;
• Preliminary review of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP);
• Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched in collaboration with UNDP Country Office;
• Elaboration of proposals and implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement;
• Supervise Admin Associate and support staff;
• Proper management of LOTFA assets, project assets transfer, project assets write-off etc

4. Ensure implementation of sourcing strategy focusing on achievement of the following results:

• Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation criteria, quality and performance measurement mechanisms;

5. Ensure facilitation of knowledge building and knowledge sharing in LOTFA focusing on achievement of the following results:

• Participation in the organization of training for the operations/ projects staff on Procurement;
• Synthesis of lessons learned and best practices in Procurement;
• Contributions to knowledge networks and communities of practice.

Job Requirement:

• Master’s Degree or bachelor’s degree in Business Administration, Public Administration, Finance, Economics or related field.
• Relevant experience at the national or international level in procurement management;
• With master’s degree 2 years of experience and with bachelor’s degree 4 years of experience is required;
• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems.

Language Requirements:

• Fluency in English, Dari or Pasto is required.
