Job Summary

Summary of Key Functions:
Ensuring strategic direction of UNDP operations
Programme financial resources management and supervision of the NABDP finance team
Coordination of Human Resources Management services as conducted by the UNDP CO and NABDP
Coordination of procurement, assets and logistical services as conducted by the UNDP CO

Duties & Responsibilities

Ensures the strategic direction of operations focusing on achievement of the following results:
Compliance of operations with UN/UNDP rules, regulations and policies, implementation of corporate operational strategies and monitoring achievement of results;
NABDP/UNDP business processes mapping and establishment of internal Standard Operating Procedures in Finance, Human Resources Management, Procurement, Logistical and ICT services, Results Management;
Constant monitoring and analysis of the operating environment, quick readjustment of the operations, advice on legal considerations and risk assessment;

2. Ensures effective and accurate financial resources management and supervision of the NABDP finance team focusing on achievement of the following results:
Proper planning, expenditures tracking and audit of financial resources in accordance with UNDP rules and regulations, OM performing the function of Manager Level 2 in Atlas for vouchers and replenishments approval, deals management and bank reconciliations;
Organization and oversight of NABDP cash management processes, including liquidity management, recommendation of risk assessment, bank relationship management; timely accounting and reconciliation of all transactions, security for cash assets on site;
Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP staff at CO of the results of the investigation when satisfactory answers are not obtained.

3. Ensures strategic human resources management and coordinate with CO HR Unit on services focusing on achievement of the following results:
Ensure NABDP compliance with corporate human resources policies and strategies;
Optimal staffing of the project;
Oversight of recruitment processes and performance management systems ensuring link of job design with recruitment, performance management.

4. Ensures efficient procurement and logistical services management and coordinate with CO Service Center focusing on achievement of the following results:
· NABDP compliance with corporate rules and regulations in the field and management of the procurement strategies including supplier selection and evaluation, quality management, customer relationship management, e-procurement promotion and introduction, performance measurement;
· Management of the NABDP contract strategy including tendering processes and evaluation, managing the contract and contractor, legal implications;
· Oversight of procurement processes and logistical services in accordance with UNDP rules and regulations, acting as Manager Level 2 in Atlas for Purchase orders approvals;
· Proper management of NABDP assets, facilities, and logistical services.
5. Coordination of day to day operation activities of the Programme (NABDP):
· Responsible for coordinating the programme in line with UNDP Policies and Procedures;

· Co-ordination of the work of any short-term consultants or personnel;

· Manage requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement;

· Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;

· Responsible for oversight donor contribution to NABDP, planned resources and closely observe the CSA expiration and on time delivery.

6. Advocacy, Networking and Marketing:

· Prepare results framework for each output and establish performance and impact assessment indicators and system;
Manage delivery of results by using up-to-date best practices and know-how in the subject area and accordingly plan delivery of resources at 25-20% for first, 50-70 % for second, 75-90% for third and 100% for final quarters of the performance year;
· Review professional performance and document implementation processes and results through a project-based professional reports.

7. Ensures forward-looking information and communication management and supervision of ICT team focusing on achievement of the following results:

· Maintains a secure, reliable infrastructure environment for NABDP communication team and adequately plans for outreach and publications;

· Identification of opportunities and ways of converting business processes into web-based systems to address the issues of efficiency and full accountability;

· Promotion of different systems and applications for optimal content management, knowledge sharing, information provision and learning including e-registry, web-based office management system, etc.

8. Proposals, Reporting and Resource Mobilization:
· Network and build credible working relations with Ministry of Rural Rehabilitation and Development (MRRD) and other line ministries, UN and donor partners;
· Support the preparation of proposals for mobilization of human, technical or financial resources from international development organizations, non-government organizations and the private sector;
Mobilize resources to support the achievement of project outputs and outcomes.

Job Requirements

Education and Experience:
Masters Degree in Business Administration, Public Administration, International Development, Engineering or other related field;
7 years of relevant experience at national or international level.
Experience of managing development projects within Government institutions.
Experience with UN Programme management procedures and policies.
Experience with UNDP Project Management procedures and policies, including experience with Atlas (Resource Management System), would be an advantage.
Experience working in complex post-conflict environments.
Experience in the usage of office software packages, including web-based management systems.
Language Requirements:
Excellent command of written and spoken English. Knowledge of a Dari and/or Pashtu would be an asset.
