Over all Responsibilities:
The OD Officer acts as OD consultant to Counterpartâ€™s two Intermediary Service Organization (ISO) and eight Civil Society Support Center (CSSC) NGO partners. (S)he conducts participatory OD assessments, supports partners in developing and implementing Action Plans for organization development, and provides technical assistance.
This position requires that the incumbent work with a minimum of supervisory guidance and act in a responsible and professional manner as a representative of Counterpart. This position supports all Counterpart activities, contributing as a team member.

Duties & Responsibilities:
Conduct participatory OD assessments of partnersâ€™ organizations. Assist partners to identify goals and develop action plans for the organizations development. Assist partners to develop proposals and budget for institutional grants.
â€¢ Follow up with I-PACs partners on the implementation of their Action Plans. This includes reviewing project reports of ISO and CSSC partners to assess activities and results against Action Plans. Provide feedback and support.
â€¢ Assist I-PACS partners to access resources for OD and help them to plan for and get the most out of OD interventions. Provide direct technical assistance as practical and according to areas of expertise.
â€¢ Train/consult with/support ISOs in their OD work with CSSCs. Support CSSC staff in providing technical assistance to local CSOs.
â€¢ Support ISOs and CSSCs in completing CSO capacity assessment checklists.
â€¢ Conduct process of selection and termination of I-PACS partners, as needed.
â€¢ Coordinate OD efforts with program initiatives in training, grant-making, gender and media. Participate in review of grantees concept papers and proposals; provide feedback and technical assistance for revision of granteesâ€™ proposals.
â€¢ Address issues raised by the partners, clients, and other constituents and suggest necessary corrections in program implementation after consultations with partners.
â€¢ Participate in collecting information for and preparing bi weekly and quarterly reports on program activities, including review of partnersâ€™ reports and provide feedback as needed.
â€¢ Participate in promoting the exchange of OD information and expertise across the country.
â€¢ Contribute to overall I-PACS project planning and development and participate in the development of CPIâ€™s Annual Work Plan.
â€¢ As requested, assist in planning for, facilitate and/or participate fully in meetings and ad hoc working groups;
â€¢ As requested, participate in project design and proposal development;
â€¢ Keep informed of civil society issues and developments in Afghanistan.
â€¢ Other duties and responsibilities as assigned.
â€¢ At least 5 years of progressively more responsible program experience working with International NGOs.
â€¢ Organization development and/or program management experience strongly preferred.
â€¢ Facilitation, consulting, and/or training experience required.
â€¢ Good English writing, speaking and comprehension skills;
â€¢ Fluency in the two main Afghan languages, Pashto and Dari (writing, speaking and comprehension);
â€¢ Good computer skills to include Internet, Word, Excel, data-base;
â€¢ Must be of a good and respectful character, and be able to conduct business with the whole national and international community regardless of ethnicity, gender, religion, race, tribe or culture with respect, and professionalism.
