About Ministry of Transport (MoT):
Governmental office The Ministry of Transport (MoT) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Transport (MoT)
The purpose of the position is to plan, organize, and coordinate the Organization Development functions for the MoPW.
Duties & Responsibilities:
Plan, lead and monitor tasks related to of MPW-DAF for effective and efficient delivery of MPW and responsibilities.
Analyze Ministry of public works policies, rules, regulations and procedures to find gaps and provide recommendations.
Assess capacity development needs of MPW staff and design, implement, coordinate and evaluate capacity development programs for then on issue relating overall management and organization development.
Provide on job training to the staff of OD section to enable them to carry out their job effectively.
Review MPW organization structure, based on its functions, vision mission guidelines
Avoid job overlaps- identifying similar jobs and redesigning them to avoid duplication of responsibilities and functions.
Analyze organization structure proposed by every department and directorates, keeping in view functions, vision and mission of MPW and the need to improve service delivery to the people.
Monitor the implementation of MPW organization structure and maintain records of merit based appointments against vacant positions in the approved organization structure of the ministry.
Update personnel information regularly, in coordination with Human Resource Management information System (HRMIS) personnel records section
Obtain updated information from (HRMIS) personnel records section about age, Gender, Education and work experience in respect of all employees and maintain updated information for the purpose of HR planning and job analysis.
Forecast MPW human resource requirement by analysis of right numbers, appropriate competencies and ensuring alignment with MPW objective of efficient service delivery.
Based on the findings of the organizational assessment, conduct validation and presentation workshops with key stakeholders in the Ministry and draw up action plans on how to pilot the implementation of such recommendations.
Supervise and coach the officials or units that would be responsible for piloting and institutionalizing the recommended measures to strengthen MPW’s organizational functioning.
Document the findings of the piloting experience and produce a simple, practical and experience-based manual of internal operations of MPW at the central level.
Produce a terminal report for the closing of the project, with clear recommended on how to address problems that could arise in the course of implementing the recommended measures.
Bachelor’s degree in Economics, Business Administration or related fields.
Excellent Computer skills in operating MS Windows and MS Office programs.
Proficiency in MS Excel, Word, PowerPoint and MS project.
Proficiency in English, Dari and Pashto (Reading, Writing and Speaking)
Excellent interpersonal Skills
Self-discipline, integrity and ability to work under pressure to meet tight deadlines.
At least 5 years’ experience in the related field.
