Described bellow;
Summary of Key Functions:
Responsible for revenue and customs policies that would promote private sector-led trade and investments especially in the Provinces including policies for tax exemptions, review of tax rulings, revenue and customs regulations;
PA for Revenue and Customs Regulations/Policies and Issuances
• Develop recommendations for new Custom and Revenue policy
that is supportive of trade and investments and which can
be implemented effectively
• Review the processing of applications for exemption from
payment of duties or taxes on importations of qualified
applicants
• Assist in developing new procedures for Revenue and
Customs based on the customs and revenue legislations
• Work closely with Customs and Revenue Departments of MoF
in developing procedures and policies for the concerned
departments
• Evaluate customs and revenue policy implementation and
give solid recommendations for further improvement
• Reviews Customs decisions in seizure, forfeiture, protest
and other tariff and customs related cases
• Evaluate the implementation and outcome of proposed
reforms
• Review the collection methodology of line ministries and
departments in order to streamline non-tax revenue
collection.
• Assess and review reports and studies conducted by other
organizations on customs and revenues
• Coordinate activities with other line desks within the
PAD Department
• Any other task assigned by the Deputy Ministry of Finance
(Policy)
Reporting to:
Director/Deputy of PADD - will be reporting to ANDP Project Manager/Program DG and Deputy Minister of Finance for Policy, MoF.
Competencies:
• Knowledge of legal and contractual issues in custom and
revenues, demonstrated professionalism in management,
policy making/research and information sharing. Have
presentation skills, performed responsibly within team
and has leading potential, maintained excellent official
and public relations.
Education:
• Bachelor’s Degree or equivalent in Economics, Public
Administration, Financial Management or any other related
filed
Experience:
• 4 to 6 years of relevant experience. Experience in
research will be preferred.
• Experience in the usage of computers and office software
packages (MS Word, Excel, etc.);
Language Requirements:
• Fluency in written and oral English is a must and
proficiency in Dari and Pashto.
