Duties & Responsibilities

Objective of the Assignment:
Development of the 2010-2015 Strategic Plan taking into account the following:
Linkages for strengthening of the capacity of the National Assembly to implement its Strategic Plan, including Government and Donor Support;
Development of an implementation framework for the Strategic Plan.
Scope of the Assignment:
The contractor shall:
Carry out consultations with relevant stakeholders on concept of Strategic Plan and the development of the 2010-2015 Strategic Plan;
Conduct institutional capacity assessment for the implementation of the plan;
Draft the 2010-2015 National Assembly Strategic Plan with input from key stakeholders;
Conducting in-depth analysis of the political environment and achievements of Parliament in the past years.
Output of the Assignment:
The first draft of the strategic plan to be presented for comments by Parliament, UNDP and key stakeholders (including donor partners) within 20 working days. At the end of the assignment the consultant is expected to finalize the draft 2010-2015 National Assembly Strategic Plan.

Job Requirements

Education and Experience:
Masters Degree in International Development, Public Administration, Political Science, Law or related field;
A minimum of five years experience working in parliamentary development with focus on strategic plan formulation;
Experience supporting policy development is an asset;
Outstanding oral and written communication skills;
Proven ability to network and build strong working relations with development partners in government,donors and international organizations;
