Job Summary

Qualified candidates will meet the descriptions below:

1). Team Leaders:
• Team Leader: Parliament’s Budget and Oversight: Advanced academic degree in Economics, Public Finance, or Public Administration or similar social science. At least 10 years in the public sector; work with public expenditures and revenues. Knowledge of and experience with parliamentary budget analysis and review procedures, including at the provincial level. Knowledge of executive oversight mechanisms. Strong managerial skills. Fluent English.
• Team Leader: Parliament’s Legislative Processes: Prefer academic training as lawyer. 10 years experience working directly in or with parliamentary processes including bill drafting, committee work, rules of procedure, and amending legislation. Strong managerial skills. Fluent English.
• Team Leader: Parliament’s Institutional Development: Academic preparation in public management, MBA, public administration, law, or related social science. In-depth knowledge of parliamentary processes, procedures, staffing, products, rules, and budgets. 10 years work directly in or with the Parliament of Afghanistan and/or regional Parliaments. Managerial capacities and fluent English.
• Team Leader: Parliamentary Representation and Outreach. Advanced degree in communications, public administration, information management, public relations, or related social science. 10 years experience working with communications strategies and products, media (both broadcast and print), public relations, and writing/editing. Knowledge of parliamentary processes and procedures. Managerial capabilities and fluent English.

2). Technical Professionals: Technical Component Teams. Substance experts and mid-level professionals required to support Technical Component Teams focused on Executive Oversight and Budget, Legislative Review and Lawmaking, Modernization and Systems Development, and Public Representation and Outreach, as above. Advanced degree in appropriate field, at least 3 years experience working with parliament or government, and demonstrated ability to work well in a team. PLEASE, SPECIFY PREFERRED TECHNICAL COMPONENT TEAM IN RESPONDING TO THIS AD.

3). Administrative and Support Team Professionals. Diverse administrative and support professionals to support administrative, contractual, recruitment, performance monitoring and evaluation, reporting and other essential project functions. Advanced degree in appropriate field, at least 3 years project-based or comparable experience and proficiency with standard office computer applications for word processing, accounting, etc.
