Summary of Key Functions:
Development and implementation of results-based performance measurement, monitoring and evaluation in the ASGP regional office;
Implementation of service standards and performance measurement systems for subnational governance;
Capacity building for provincial, district and municipal offices in establishment and application of results-based performance planning, measurement, monitoring and evaluation;
Facilitation of knowledge building and knowledge sharing;
Ensures results-based performance measurement, monitoring and evaluation in the ASGP regional office focusing on achievement of the following results:
Development of results-based regional implementation plans including effective performance measurement, monitoring and evaluation mechanisms aligned with the ASGP annual work plan;
Planning and implementation, in cooperation with the ASGP Monitoring and Knowledge Management Unit, of performance measurement and monitoring activities to establish effectiveness of ASGP interventions at the subnational level;
Support to preparation and conduct of project evaluations and other types of evaluations in the region conducted by the Country Office and/or other stakeholders;
Regular updating of provincial work plans, issues and risk logs, and provision of monthly, quarterly and annual performance progress reports.
2. Assistance in promotion of monitoring and evaluation standards, quality assurance/control and capacity development in the ASGP regional Supports implementation of service standards and performance measurement systems for subnational governance focusing on achievement of the following results:
Development of service standards for provincial, district and municipal offices in cooperation with the ASGP Monitoring and Knowledge Management Unit;
Advice to provincial government institutions on introduction of service delivery and performance measurement systems to ensure functioning of participatory performance measurement systems for essential services;
Support to IDLG and provincial performance teams in implementation of the GOFORGOLD performance measurement system in the designated provinces, including data collection, processing and analysis and production of provincial good governance reports;
Support to provincial situation analysis and development of monitoring and evaluation frameworks for provincial strategic planning;
Designing of data collection and sampling instruments and tools necessary to capture the state of governance at the sub-national level are developed and implemented;
Office and mainstreaming of the RBM and Prince 2 principles in programmatic activities.
3. Ensures capacity building for provincial, district and municipal offices in establishment and application of results-based performance planning, measurement, monitoring and evaluation focusing on achievement of the following results:
Technical assistance and advice to senior IDLG staff in provinces and districts on implementation and application of IDLG policies and guidelines in the area of performance measurement, monitoring and evaluation and on development of local performance measurement systems;
Technical guidance and support to PGO Monitoring and Evaluation Officers to ensure compliance of monitoring and evaluation practices with the IDLG policies and guidelines, functioning of effective results-based planning and reporting systems as well as accuracy and reliability of the reported data;
Support to provincial and district councils in the organization of effective monitoring and evaluation of services delivery at the provincial and district levels;
Designing and facilitation of partnerships among government and non-government stakeholders at the provincial level and encouragement of participatory practices in monitoring and evaluation for subnational governance;
Development and delivery, in cooperation with the ASGP Monitoring and Evaluation Unit and other ASGP teams, of training programmes and modules to upgrade subnational performance measurement, monitoring and evaluation.
4. Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:
Identification and formulation of monitoring and evaluation findings, lessons learned and recommendations to be integrated into knowledge management and learning efforts;
Support to timely dissemination of monitoring and evaluation findings and promotion and dissemination of best practices in the region;
Collaboration and coordination with the ASGP Central Office, other UN agencies, government agencies, NGOs, and other organizations in the field on upgrading and improving performance measurement and monitoring practices;
Designing and delivery of trainings on performance measurement, monitoring and evaluation to the ASGP staff in the regional office.

Prince 2 training and certification is an advantage.
Education and Experience:
Master’s or Bachelor’s Degree in Social Science, Mathematics, Science, International Development and Management, or other related field;
Relevant working experience in monitoring and evaluation;
With master’s degree 2 years of experience and with bachelor’s degree 4 years of experience is required;
Knowledge of qualitative and quantitative research methods;
Experience in governance and local government an asset;
Demonstrable competence in project tracking database and web enabled data base use;
Familiar with data and information systems.
Language Requirements:
· Proficiency in spoken and written English as
well as local languages Dari and/or Pashto.
Computer Skills:
· Ability to use computer programs/applications
(MS Word, Excel, PowerPoint).
