The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Job Summary:

Scope of services: The Pharmaceutical Management Information System (PMIS) Specialist will play an important role in compiling and generating data to underpin and inform policy decisions associated with the pooled procurement mechanism (PPM) which the President of Islamic Republic of Afghanistan initiated in 2016. The incumbent will provide support for extracting and analyzing data with respect to commodities and beneficiaries from relevant database such as Pharmaceutical Logistics Information System (PLIS), Health Management Information System (HMIS), survey data etc. S/he will validate the data to be used for the quantification of essential medicines and perform data analysis procedures such ABC analysis to support proper quantification and decision makings process. S/he will support the PPM’s Joint Pooled Procurement Committee (JPPC), its Subcommittees and other counterparts in their interactions between the database management. S/he should be able to keep track of records and providing daily backups and ensure the necessary linkages and compatibility with other modules operating in the MoPH. The PMIS specialist is also held accountable for the development, revision and implementation of any database or tools that are required for the PPM implementation.

Objective: to contribute to expanding healthcare commodity security within Afghanistan through quantifying, procuring and distributing essential health products of high quality to the population at affordable price

Duties & Responsibilities:

Responsibilities:
Work collaboratively with the departments of MoPH and the JPPC Subcommittees to coordinate supplier selection, track supplier performance standards, and conduct ongoing evaluation by extracting data from relevant databases.

Systematic collection and documentation of information regarding the collected reports.

Assist in the development of efficient formats for data collection, storage, processing and analysis pharmaceutical logistics data such as ABC analysis.

Assist PPM in presenting information that facilitates decision making (e.g., comparison of consumption among different geographical regions, morbidity vs medicine use pattern, cost of expiry, etc.).

Assist to review, analyze, and validate data to ensure consistency, integrity and accuracy of data to be used in quantification and procurement of medicine and identifying qualified suppliers for pool procurement.

Assist in the computerization of data collection, analysis and reporting to the appropriate levels.

Develop, maintain and implement any database required for PPM.

Provide assistance in designing and conducting training programs on data management and analysis and use in management decision making.

Provide assistance in standardizing data management procedures such as documentation of extracted data from databases, data cleaning, confidentiality and protection of data.

Ensure the necessary linkages and compatibility with other PMIS modules in the MoPH

S/he will be able to illustrate data in graphs, charts etc.

Job Requirement:

Qualifications and experience:

Bachelor degree from a recognized University in database development and management, public health, statistics, health commodity management or other relevant field.

Three (3) years or longer experience of working in management information system.

One (1) year experience of working with MS access, SQL Server, MySQL, PHP, HTML, CSC, j Query, AJAX, ASP.net and C#.
Advantageous experience:

Professional-level command of English AND Dari and/or Pashto.

Outstanding communication skills. Needs to communicate effectively with supervisors and co-workers.

Strong teamwork and analytical skills. Ability to manage multiple tasks concurrently, work under pressure with challenging deadlines while delivering high quality results.

Should be able to process information in the form of computing financial data, compiling information for financial reports and verifying data from invoices.

Proficient in MS Office computer programs (MS Word, MS Excel and MS Access).

Deliverables:

Providing the pharmaceutical management information for the decisions to be made by the Joint Pooled Procurement Committee (JPPC) and its three Subcommittees – i.e. Pharmaceuticals, Financial and Contractual Subcommittees.

Operationalizing the Pharmaceutical Management Information System (PMIS) in tandem with relevant stakeholders including the Directorate of Pharmaceutical Services, HMIS, GCMU, National Medicine and Health product Regulatory Authority (NMHRA), other ministries and development partners.

Professional-level command of English AND Dari and/or Pashto.
