Job Summary

DCDA requires a Pilot Project Manager to start the first basic development of the project as part of first phase to be known as the Pilot Project. The incumbent will have a good knowledge of project management and enough experience to implement the new projects on the field. He/she will be familiar with relevant experiences and to be able how to start the development of a new project through direct involvement of the private sector.

Duties & Responsibilities

The Pilot Project Manager will report directly to Dehsabz Implementation Manager and planning Manager/or the DCDA Chief Executive Officer. As a member of the DCDA team, the incumbent will also share professional insight and consult with other key staff as necessary.

4. Key Functions
Duties and Responsibilities:

The Pilot Project Manager will perform and accomplish the stated duties to the highest quality and standards, including the following:
• Review and implementation of Pilot Project Design.
• Preparing the detail activity plans for the project; ( weekly, monthly and yearly)
• Preparing the Terms of Reference (TOR), Expression of Interest (EOI) and Request for Proposal (RFP) for the builders and private sector ;
• Ability to evaluate the Technical Scope of Work proposed by tenderers.
• Writing the technical Repot of the project;
• Preparing the monitoring manual and evaluation form for the project.
• Writing and submitting weekly, monthly and early progress report to Dehsabz Implementing Manager and other relevant authorities.
• Continuous monitoring and Planning Manager of the field work, which is done by private sector or Donors based on approved norms and standards;
• Formulating new systems and policies for the quantity and quality progress of work in the field;
• To be a trouble shooter for all the technical, administrative and other issues in the field ;
• To manage and take care of his/her team after the team is established at the future.
• The incumbent be able to also consider related factors such as environmental, social and community considerations during the implementation of the project.
• Perform any other duties as required by the DCDA authorities.

Job Requirements

• The successful applicant is a senior manager from the urban planning/civil engineering background, preferably with a post graduate or higher degree.
• He/she will have at least five years of experience in urban development project management.
• He/she should have managed projects of similar magnitude as Dehsabz with a proven record of success.
• He/she is a strong leader, a proven team builder, and an experienced and effective manager with very strong oral and written communication skills and thorough understanding of cultural sensitivities.
• The successful applicant is technically proficient in Microsoft Office.
• This individual has the capacity to not only manage the Pilot Project, but develop them as a learning organization that can serve as a model for future developments.
• The applicant must have a good command of English (written and oral). Familiarity with the national languages of Afghanistan (Dari and Pashto) is a must.

Other Necessary Proficiencies:

• Ability to meet deadlines
• Proficiency in using MSO, CAD is must and GIS is an advantage
• Attend all the necessary internal and external meetings, and attend presentation at local and international conferences.
• Develop training materials, offer and arrange specialized trainings related to building companies and skill labors, give presentations and seminars internally, and to the partners and stakeholders.

Administrative Skills:

• Excellent communication skills, both orally and written in English and all local Languages;
• Ability to work effectively with people from diverse backgrounds;
• Sound organizational skills and methodical approach to work;
• Efficiency and result-orientation in a multi-tasking environment;
• Good in translation and interpretation skills;
• Self motivated, and good at trouble shooting;
• Ability to perform effectively under pressure and with short deadlines;
• Analytical and strategic thinking;
