Job Summary:

Who we are
Oxfam has had programmes in Afghanistan since the early 1990s, and now supports rural livelihoods and humanitarian work in the centre and north of the country (Oxfam Great Britain - OGB) and support 16 Afghan civil society organisations who engage in a range of rural development, human rights, peace building and humanitarian activities (Oxfam Novib - ON). Oxfam International is regarded as one of the leading policy and advocacy organisations in Afghanistan. In 2005 OGB, ON and Oxfam America (OA) jointly established an Oxfam International (OI) policy and advocacy programme in Afghanistan. We have sought to achieve policy change in a range of areas in order to reduce poverty, promote rural development, reconstruction and stability. OI has produced comprehensive briefing papers advocating for: stronger arms controls; greater resources for and reform of the education system; trade policies which support poverty reduction; greater support for community peace building; action on key priorities, including sub-national governance reform and agriculture; and increased and more effective international assistance to the country. OI has also pressed for greater protection for civilians in the course of military operations, improved civil-military coordination, and for greater support for the poor and vulnerable, including refugees, displaced people and those suffering from humanitarian disaster. The framework for current work is the 2010-2012 OI advocacy campaign, Rights in Crisis (RiC), through which we will draw international attention to the right to aid, protection and the need for a sustainable peace.

The Job purpose
Given the fragile political, humanitarian and development context in Afghanistan driven by deep-seated poverty, chronic food insecurity, growing conflict and politicization of aid, Oxfam is seeking to conduct further research into aid effectiveness. With Oxfam already considered an advocacy leader on the issue, the purpose of the position is to go into greater depth into key sectors, such as food security. The post-holder would build on Oxfam’s programme and partner experience in Afghanistan, and our established record of advocacy in this area, to advocate on key issues relating to food security and the effective use of aid to meet Afghan needs within the Rights in Crisis Campaign. The post-holder will be responsible for carrying out key research, monitoring and communication activities. The tasks will predominantly focus on analysis of donor and Afghan government policies, food security, humanitarian aid and access and compliance with international humanitarian and human rights law. Achieving gender equity will be an important dimension of all our work in this sphere. The post-holder will be expected to liaise with relevant Oxfam staff, in Afghanistan and internationally, and engage with all key-stakeholders, build relationships, and to lobby for policy change.

Duties & Responsibilities:

•Develop and manage an in-depth research report and advocacy campaign into the main drivers of food insecurity in Afghanistan, an analysis of current donor policies, gaps in response and key recommendations to address the root causes
•Research and monitor humanitarian developments with respect to protection, assistance, humanitarian access, civil-military relations, and compliance with international humanitarian law
•Engage in analysis and policy development on key elements of food security and humanitarian affairs, according to the RIC policy and advocacy strategy
•Liaise with Oxfam staff, partner and other Afghan NGOs and other alliances, with respect to food security and humanitarian conditions and developments
•Provide capacity building to Afghan NGOs working in the humanitarian sector on humanitarian advocacy
•Participate in key meetings and events and lobby decision-makers in line with Oxfam’s agreed campaign priorities; which will involve the development of excellent personal relationships with a wide range of individuals; it may also require international travel
•Work on joint initiatives with other human rights, development and humanitarian NGOs, organisations and networks
•Prepare high-quality briefings, letters and other written material for internal and external use
•Work closely and in coordination with staff from Oxfam International affiliates and Oxfam International offices in New York, Brussels and Geneva
•Report regularly to the OI Head of Policy and Advocacy and provide research or communications support as required
•Capacity building and support to Oxfam International’s Policy and Advocacy Coordinator and Officers
•Some administrative work, such as donors and financial reports
•Ensure that gender analysis is applied across all levels of planning and delivery

Job Requirement:

•Education to degree level (E) and preferably to Masters level (D)
•Experience and strong understanding of food security issues
•Experience with humanitarian aid systems in at least one conflict-affected country, and a solid grasp of its political, economic and social trends (E)
•Knowledge of current debates on food security and humanitarian issues (E)
•Strong conceptual and analytical skills and the ability to think and operate innovatively and strategically (E)
•Experience of designing and conducting field research on humanitarian or development issues (D)
•Knowledge of the institutions relevant to the policy environment of conflict and natural disasters, their ways of working, their agendas, and how to influence them (E)
