National Security Council, Multi Location
The job objective of the Policy Development Advisor is to develop security policies of National Security Council in coordination with ministries and relevant social and economic institutions.
The individual would be responsible for the following activities:
1. Develop monthly, quarterly and annual plan in comply with general plan to achieve strategic goals of the directorate;
2. Develop policies, strategies, manuals and strategic programs of National Security Council to achieve goals for security plans of Islamic Republic of Afghanistan;
3. Monitor the implementation of national security policy and strategy of Afghanistan in coordination with security sector of the country.
4. Conduct integration and unification of ministry’s policies with differentiation of sector to ease the access of documents and policies related to National Security Strategy for related institutions;
5. Assist in development of National Security Council Strategic Plan in accordance with government goals;
6. Analyze, study and develop security sector policies in coordination with relevant institutions;
7. Unify all executive plans and action plans of all National Security Council departments, track the implementation and prepare report to the national security advisor;
8. Study, asses and analyze the goals for strategic plans of ministries to further enrich their policies;
9. Identify budget requirements, according to work plan of related department for advancement of programs;
10. Prepare monthly, quarterly and annual reports for competent authorities in regard to activities and achievements of related directorate;
11. Manage staff under their control to ensure that they are effectively, motivated, developed, disciplined and trained in order that they can carry out their tasks to the required standard;
12. Conduct performance appraisal for all their staff according to the requirements of the civil service law and with coordination of the HR directorate;
13. When required act as mentor for up to two participants of the MMD/MIP programs by meeting at least twice per month for the purpose of advising, guiding, assisting with problems, encouraging positive behavior, mediating in any disputes, ensuring performance appraisal is done and helping with goal setting;
14. Conduct any other duty as required by higher authorities in accordance with laws, regulations and objectives of the office
The Policy Development Advisor would have the following qualification and experience:
Shall have a relevant bachelor degree from a reputed institution or master degree in relevant field is a plus;
Shall have 4 years work experience in policy development and strategy formulation or, in a related field;
Shall be fluent in communicating in Pashto, Dari, and English languages;
Shall be proficient in computer applications;
Shall be able to plan, organize, lead and monitor a large section;
Shall be competent and have aptitude in managing operations;
Shall have excellent inter-personal skills;
Shall have ability to deal with a variety of people and situations;
Shall have flexibility and ability to work under stress and within limited time frames.
