Political Assistant FSN-9

Duties & Responsibilities

Principal LE Staff advisor in the Political Section on the National Assembly (Parliament) of Afghanistan, the Ministry of Parliamentary Affairs, and Parliament-related NGOs. Cultivates relationships between the Section and parliamentarians, as well as key members of their staff, protocol offices and secretariats of both houses of parliament. Independently drafts informational and analytical cables, memoranda, and other written products which require minimal editing on pending legislation, parliamentary rules and procedures, voting patterns, and individual parliamentarians. Incumbent is rated by an FSN-10 Political Specialist and reviewed by an Internal Unit Officer.

Job Requirements

QUALIFICATIONS REQUIRED

1. EDUCATION: College or University degree the equivalent of a Bachelor of Arts or Science degree in law, political science, international relations, international law, history, journalism, public administration or other related social sciences is required. 2. EXPERIENCE: Minimum of 4 years’ experience working with the U.S or other diplomatic missions, the Afghan Parliament, the Afghan government, or NGOs dealing with the Afghan government are required. Experience must include at least 2 years of daily interactions with mid- to high-level Afghan government officials.
3. LANGUAGE: Level 4 (fluent) English is required. Level 4 (fluent) Dari is required. Level 2 (limited) Pashto is required.
4. SKILLS AND ABILITIES: Excellent written and oral communication required for regular briefings and written reports on all aspects of parliament. Develop and maintain professional relationships with parliamentarians and government officials at all levels. Use multiple media and online sources for research. Interpret and translate fluidly between English and Dari. Use Microsoft Word, Outlook, and SharePoint software to report and share information.
5. JOB KNOWLEDGE: The incumbent must have an in-depth knowledge of the highly complex Afghan legal system, parliamentary process, domestic politics, U.S. policy, and the U.S. policymaking process. He/She must also understand Department of State reporting procedures.
