Job Summary

Under the direct supervision of the CTG Country Director, the Portfolio Manager will lead CTG’s programme unit to efficiently manage a growing consultants’ portfolio on behalf of CTG’s clients, thereby ensuring the delivery of quality services responsive to clients’ needs.


Duties & Responsibilities

Under the direct supervision of the CTG Country Director, the Portfolio Manager will lead CTG’s programme unit to efficiently manage a growing consultants’ portfolio on behalf of CTG’s clients, thereby ensuring the delivery of quality services responsive to clients’ needs.

Specific responsibilities will include but not be limited to:
Portfolio Management:
• Collaborate closely within the CTG team in Afghanistan our Dubai Head quarters and the clients to review and further optimize all operational aspects of the assigned contract portfolio and service delivery against agreements.
• Assist the CTG Country Director (Afghanistan) in developing proposals and in reviewing, negotiating and finalizing contracts for service as well as the revision thereof, if needed.
• Prepare monthly work plans and coordinate work for CTG program team members to meet service objectives, including the delivery of the payroll.
• Prepare weekly program report for the Country Director in support of the combined Weekly Country office report the CD prepares for CTG HQ.
• Provide day-to-day support and guidance to the CTG team, including direct supervision and leadership to the CTG Liaison and Administration Support Officers (LASOs).

Service delivery and operational management
• Within your allocated client portfolio, oversee all human recruitment related processes and actions, ensuring that these meet timelines and the clients’ needs. This includes working with clients on recruitment plans and costings for consultants.
• Produce and finalize, in coordination with the clients, consultants’ contracts required for service delivery by the clients.
• Ensure contract documents and amendments are in line with our client’s needs. Monitor and administer contracts and agreements as well as amendments when required.
• Follow up on payments delays in conjunction with the Finance/Administration Manager and Accounts Manager.
• Assist CTG Finance Management team on budget issues, including budget and statement of work reports to clients ensuring timely delivery thereof.
• Ensure timely responses to, and a high-quality turnaround to all requests received from clients.
• Represent CTG in client meetings, produce meeting reports when appropriate, and follow up as appropriate.
• Lead the coordination with our Dubai staff on all international recruitments within you portfolio.

Business Acquisition and Growth
• Monitor market developments, such as social, political and economic trends in Afghanistan. Identify potential business opportunities and partners to pursue new business opportunities and ensure portfolio growth by delivering quality service to maintain a competitive edge.
• Actively promote CTG services within clients and among consultants and assist the Country Director in building a network of key business partners.
• Apply innovation to business development in coordination with the CTG team.

Knowledge Management and technical support
• Lead the development of Standard Operations Procedures (SOPs) related recruitment and other services provided by CTG to ensure our services remain the market benchmark. Interact closely with CTG team members and clients to ensure consistency in service delivery and operating protocols.
• Contribute to the development of other tools and data platforms and content management to further progress effective information and knowledge sharing within CTG and between CTG and clients.
• Manage the shared drive for the assigned portfolio’s ensuring completeness of documentation.
• Contribute to CTG capacity building in effective service delivery by focusing on learning, coaching, mentoring team members.

Job Requirements

The successful candidate will be able to work results-driven and without direct supervision.

Education, Experience, Language
Advanced University degree (Master) in business, economics, international relations, human resources management or another field related to business management (ideally with a focus on HR) is preferred.
At least 2 years progressively responsible experience in human resources and or the administration of client relations management, ideally in a post-conflict environment OR a First University degree combined with extensive such experience.
Familiarity with HR administration procedures and support systems necessary.
Experience in contracting consultants for humanitarian, development, governance and reconstruction requirements with international development agencies or commercial firms an advantage. A solid knowledge if UN regulations and procedures in project acceptance, contracting, and recruitment of project personnel is highly desirable.
Team building experience and understanding of capacity building issues is desirable and will be considered an asset.
Fluency in English with strong narrative and verbal communications skills is required.

Other Competencies and Knowledge
Strong service and client orientation, works well in a fast paced environment, an effective planer with proven organization skills is necessary; attention to detail, personal commitment, efficiency, flexibility, and problem-solving skills and with great team orientation skills.

Submission Guideline

CTG Afghanistan will issue a twelve-month contract (3-month probation period) with the possibility of extension upon mutual agreement with the CTG Country Director Afghanistan.

The position is not open to Afghan nationals. Only international applicants will be considered. Experience in Afghanistan is desirable but not essential.
