Background
MISFA is a Limited Liability Company (LLC) fully owned by the Afghan Government’s Ministry of Finance (MoF). It was established in 2003 as a vehicle through which the Afghan Government and international donors could channel technical assistance and funding to build and strengthen Afghanistan’s microfinance sector, as well as the lower ranges of Small and Medium Enterprise (SME) lending.
MISFA implements a range of government and donor funded programs including Access to Finance programs implemented through its partner financial institutions.
Program Summary
The development objective of the World Bank’s Access to Finance Project for Afghanistan is to build institutional capacity to improve access to credit of micro, small, and medium enterprises. The project has two components. Objective of the first component which is implemented by MISFA is to improve access to financial services for micro and small enterprises. This component aims to provide continuing support to the microfinance sector through Microfinance Investment Support Facility for Afghanistan (MISFA), as well as, supporting MISFA to take on a broader role as a catalyst for innovations to increase access and usage of financial services from the lower end of the market (notably micro and small enterprises) as per its new strategic plan. It has following three sub-components: (i) strengthening of the microfinance sector through MISFA; (ii) targeting the ultra-poor; and (iii) strengthening of MISFA.
Role of the Post Project Monitoring Officer
Targeting the Ultra Poor project has been a very successful project in Afghanistan, and has yield outstanding results in helping ultra poor households graduate to the next level, so that they can become eligible for microfinance loans. MISFA has been implementing this project since 2010 in different provinces of Afghanistan. In order to ensure assistance to the project beneficiaries even after the project is over, MISFA needs a Post Project Monitoring Officer, who will be visiting these beneficiaries in different provinces, and providing them guidance to maintain their improved social status, and grow further, wherever possible. This position will require extensive field visits on a regular basis.
Key Responsibilities
Specific activities and responsibilities include but are not limited to:
· Acquires In-depth understanding of the Targeting the Ultra Poor project policies and procedures.
· Regular field visits to those provinces where the projects has been completed, and visit the beneficiaries to provide them additional technical support.
· Meet and discuss with the local communities and local government authorities regarding the project beneficiaries and their obligations to the project.
· Work with the NGO partners to increase their capacities regarding the project activities.
· Develop checklists and other methods to record the observations from field visits, and also analyze the data to review the progress of the project beneficiaries.
· Regular reporting to MISFA management.
· Provide other support to MISFA management as required.
· A minimum of a Bachelor's degree in a relevant discipline. Masters degree is a plus. Any degree/diploma on veterinary science will be preferred.
· Experience working on donor funded programs (preferably World Bank funded project) and multi-partner partnerships is preferred.
· Excellent communication skills in both written and spoken Dari or Pashto and English.
· Willingness to travel to different provinces of Afghanistan.
