وزارت مالیه: وزارت مالیه نقش مشخص غرض ارائه خدمات به مردم افغانستان را دارد که عبارت از جمع آوری عواید و اداره امور مالی دولت میباشد. همچنان مدیریت درست مصارف و بسیج سازی عواید بیشتر غرض تأمین ثبات مالی از جمله اولویت های عمده این وزارت بشمار میرود. وزیر مالیه مسئولیت کنترول و مدیریت امور مالی و سایر صلاحیت های قانونی که توسط پارلمان به وی تفویض شده عهده دار میباشد. مسئولیت مدیریت ، نظارت ، کنترول و استقامت دهی تمام مسائل مربوط به امور مالی افغانستان به دوش وزیرمالیه گذاشته شده و شخص وي طبق قانون اداره مالی ومصارف عامه اجراات مینماید. وظایف وزارت مالیه دربرگیرنده موارد ذیل میباشد: • ایجاد سیستم های مالی ، طرزالعمل های محاسبوی و تادیاتی • اجرای تخصیص وجوه مالی بودجوی برای مصارف دولت ، حصول اطمینان ازمحاسبه دقیق و درست آن • ترتیب حسابات قطعیه برای هرسال مالی طبق قانون اداره مالی و مصارف عامه . یکی از اولویت کلیدی وزارت مالیه اداره سالم مصارف ، وصول اطمینان از خودکفای مالی می باشد. وزارت مالیه برای هرسال مالی چارچوب مالی میان مدت ویک چارچوب بودجوی مصارفاتی میا ن مدت راانکشاف وانرا تجدید می نماید . همچنان سقف بودجه مصارفاتی ادارات دولتی را به تفکیک بودجه عادی وانکشافی پیشکش وپلان جمع اوری مالیه .سایرمنابع عوایدی ، محصولی برای سالهای ۱۳۸۸الی۱۳۹۲ که باتوجه به اصل عدالت و مثمریت بنا یافته وتا حدی قابل ملاحظه ئی خود کفائی مالی ویک بخش از چارچوب مالی میان مدت 5ساله را به تصویر می کشد ترتیب داده است. وزارت مالیه، قوانین مالی ، مصارفاتی ، عوایدی ومحصولی رادر امورمحوله املاک عمل قرارداده ومقررات موضوعه مربوط به آنرا پذیرفته که میتوان ازقانون اداره مالی ومصارف عامه ،قانون گمرکات ،قانون تدارکات ، قانون عواید مالیات وسایرمقرره ها وطرزالعمل های مربوط به انها نام برد .

Job Summary

Under the direct supervision of the PPP Facilitation Unit head/PPP Technical Directorate/Directorate General Public Private Partnership/Ministry of Finance.

The Contracts Management Specialist will support the development of PPP bidding documentation including the standardization of documents where appropriate and ensure that procurement processes selected for PPP transactions are effective.

The CMS will be responsible for monitoring and facilitating the performance of the PPP contracts, its filling and management. The CMS will assist the PPP facilitation team and PPP technical directorate in defining contract requirements while performing the following tasks at a minimum:

Duties & Responsibilities

·        Provides assistance in preparation of detailed guidelines for the preparation of PPP bidding documents and procurement procedures.

·        Assists PPP Procurement and Facilitation Unit in preparation and updates of standardized contracts for different PPP transaction models.

·        Ensures that all pre-award contractual phases are completed prior to mobilisation of the contractor;

·        Ensures proper record keeping of all types of contracts/documents and notify the relevant parties for contract expiration/amendment/modification on timely manners.

·        Provides necessary assistance to PPP Technical Directorate in PPP contract negotiation and dispute resolution;

·        Assist the PPP Facilitation Unit in preparation of Checklist for meeting, important requirements of the contract and makes sure that all the necessary requirements are met in a timely manner;

·        Defines essential features/requirements/obligations of the contract to the relevant component officials;

·        Assist the PPP Technical Directorate in monitoring of contracts and contractors as per the agreed timelines and terms and conditions of the contract;

·        Provide assistance in notices initiations to cure in cases where the performance is lagging behind the schedule;

·        Performs any other task assigned by the PPP Technical Director along with routine contract management functions.

Job Requirements

Minimum Bachelor degree from an internationally recognized University.

Minimum 5 years specific experience in Management of Contracts for Procurement of Goods, Works and Services, more experience would be useful

Proven experience and familiarity with Government contract management system

Reporting Responsibility: The Contract Management Specialist (CMS) will directly report to the PPP Procurement and Facilitation Unit Head, Technical Directorate, DG-PPP, Ministry of Finance.

• Familiar with PPP contract drafting and contract management procedures (preferred) and/or familiar with civil works and goods contract management procedures.
• Awareness of compliance and audit process
• Knowledge of computer based systems including, Excel, Word, and equivalent packages.
• Be proactive, a self-starter and be able to work without supervision
