Job Summary:

The Ministry of Commerce and Industry intends to utilize a part of the proceeds of the Grant to engage a local consultant to assist MOCI with capacity development of its staff in the PSD Directorate for a period of four months, with the possibility of extension to a further eight months.

Duties & Responsibilities:

The consultant will design and implement development activities to facilitate the improved performance, learning and development of Directorate staff.

The consultant will also work closely with the Director of the PSD Directorate; the Deputy Minister for Private Sector and Industrial Affairs, and the Minister of Commerce and Industry in the following areas:

• Assisting the MOCI’s PSD Directorate to implement its capacity training programme
• Implementing the SME (Small and Medium Enterprise) Strategy and the accompanying seven Sector Strategies
• Providing advice on and implementing the Industrial Policy
• Assisting the Directorate to finalise and implement a Formalisation Strategy for Afghan businesses
• Assisting the Directorate to utilise Development Budget funds to implement the recommendations made in the Doing Business Indicators Diagnostic Report and initiatives outlined in the Industrial Policy and SME Strategy

Qualifications:

• Masters degree in economics, public administration or in related fields
• Professional experience working on policy design, analysis, development and review
• Experience implementing strategic issues involving coordination and cooperation of external stakeholders and internal agency staff
• At least five years relevant work experience in private sector development and / or related areas
• Experience in capacity development
• Good team worker
• Strong written and oral communication skills
• Capable of working effectively in a very challenging environment
• Previous experience in under-developed, insecure or post-conflict environments
• Fluency in Dari and/or Pashto and English
