About Afghanistan Reconstruction and Development Services (ARDS):
Ministry of Economy / ARDS/TAU on behalf of Ministry of Counter Narcotics seeking for a qualified Advisor in procurment Section.
Duties & Responsibilities:
â€¢ Providing expert input on procurement proposals and procurement advice to Award Authority, Director (Procurement), Procurement Office, that is consistent with Procurement Law, policy and related instructions.
â€¢ Follow the procurement processes, and giving capacity building training to the staff of MCN.
â€¢ Inspection from the procurement process, ensure from its effectiveness, and implementing the procurement law.
â€¢ Collecting information, reports and some other procurement documents evaluation
â€¢ Giving better opinion and facilitate the procurement process according to the procurement law.
â€¢ At least bachelor Degree in Business Administration/Economics/Finance/Procurement or related field.
â€¢ High Degree of Computer Literacy.
â€¢ Specialized Courses in Procurement.
â€¢ Minimum 5 years experience in Procurement and contract management, preferably in the public procurement and/or donor funded projects.
â€¢ Must be fluent in English, knowledge of Dari/Pashto is highly desirable (Reading, Writing and Speaking)
â€¢ Capable to facilitate the procurements and provide quality advice to ensure that procurements are in consistent with Law, policy and related instructions.
â€¢ Capable of coaching and mentoring Procurement Officials and take Capacity Building initiatives and implement the same.
â€¢ Capable of putting in place proper procedures and internal control systems for all aspects of procurement.
â€¢ Good knowledge of procurement Principles, Law and Rules of Procedure.
â€¢ Excellent I.T, Communication and Reporting Skills
â€¢ Excellent Analytical and management skills.
â€¢ Coordination and liaison skills
â€¢ Ability to work effectively as a team member.
â€¢ Capable of monitoring the procurement performance and review of procurement records.
â€¢ Good knowledge of donor funded procurements.
â€¢ Proven track record of integrity.
