Job Summary:

Ministry of Economy / ARDS/TAU on behalf of Ministry of Counter Narcotics seeking for a qualified Advisor in procurment Section.

Duties & Responsibilities:

• Providing expert input on procurement proposals and procurement advice to Award Authority, Director (Procurement), Procurement Office, that is consistent with Procurement Law, policy and related instructions.
• Follow the procurement processes, and giving capacity building training to the staff of MCN.
• Inspection from the procurement process, ensure from its effectiveness, and implementing the procurement law.
• Collecting information, reports and some other procurement documents evaluation
• Giving better opinion and facilitate the procurement process according to the procurement law.

Job Requirement:

• At least bachelor Degree in Business Administration/Economics/Finance/Procurement or related field.
• High Degree of Computer Literacy.
• Specialized Courses in Procurement.
• Minimum 5 years experience in Procurement and contract management, preferably in the public procurement and/or donor funded projects.
• Must be fluent in English, knowledge of Dari/Pashto is highly desirable (Reading, Writing and Speaking)
• Capable to facilitate the procurements and provide quality advice to ensure that procurements are in consistent with Law, policy and related instructions.
• Capable of coaching and mentoring Procurement Officials and take Capacity Building initiatives and implement the same.
• Capable of putting in place proper procedures and internal control systems for all aspects of procurement.
• Good knowledge of procurement Principles, Law and Rules of Procedure.
• Excellent I.T, Communication and Reporting Skills
• Excellent Analytical and management skills.
• Coordination and liaison skills
• Ability to work effectively as a team member.
• Capable of monitoring the procurement performance and review of procurement records.
• Good knowledge of donor funded procurements.
• Proven track record of integrity.
