About ICMA:

International City/County Management Association (ICMA) for Regional Afghan Municipalities Program for Urban Populations (RAMP UP), a USAID-funded program focused on creating effective, responsive, democratic, transparent, and accountable municipal governance in the fourteen provinces that comprise the International Security Assistance Force’s (ISAF’s) Regional Command EAST. RAMP UP- EAST will: (1) increase the capacity of the Government of the Islamic Republic of Afghanistan (GIRoA) municipal officials, (2) markedly improve the delivery of municipal services to citizens in target municipalities and (3) increase municipal capacity to enable, support, and sustain economic growth. As a result of the RAMP UP- EAST, Afghan citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process, and see local governance structures as legitimate.

Job Summary:

•Implement the customized RAMP UP procurement system.
•Retain RAMP UP property Inventory database up to date on cluster office level.
•Purchase items and goods from market based on purchase approval documents.
•Prepare delivery plan for distribution of items to different departments and locations.
•Conduct market survey, evaluate Requests for Quotation (RFQ), getting price quotations, negotiating, and performing detailed analyses when required.
•Secure and analyze supplier quotes and services; negotiate prices and terms with suppliers.
•Identify and resolve problems with suppliers pertaining to pricing discrepancies.
•Providing support to Municipal Team Leader, through frequent communications via e-mail, negotiations and phone calls on purchase related matter and issues.
•Provide activity report and plan to the Municipal Team Leader.
•Any other task assigned by the Municipal Team Leader.

Qualifications:

•University education; preferably Business Administration or related field.
•Minimum 3 - 5 years of professional experience in the procurement or logistics field.
•Strong negotiation and analytical skills.
•Experience with USAID funded projects is preferred.
•Excellent English, Dari and Pashto (spoken and written
•Proficient in MS Office and internet applications.
•Excellent interpersonal skills and ability to communicate.
