Job Summary

USAID’s Regional Afghan Municipalities Program for Urban Populations is highly focused to enable municipal governments to meet the challenge of improving service delivery to citizens in target municipalities rapidly. By demonstrating their capacity to produce tangible improvements in quality of life, Afghan governments will win the trust and support of its people and increase its legitimacy. RAMP-UP is absolutely critical to the success of the USG’s strategy to promote a more capable, accountable and effective government that serves the people and can eventually function with limited international support. The dual objectives of RAMP UP are to build municipal capacity on a sustainable, long-term basis while immediately producing visible and tangible improvements in service delivery and economic development.

Duties & Responsibilities

1. Communicate with potential vendors/subcontractors and technical teams to obtain necessary information needed to fill out the forms.
2. Keep track of forms in process until the RAMP UP receives the Final Memo clearing vendors/subcontractors
3. Maintain and update a list of cleared vendors/subcontractors
Subcontracts Files:
Acts as a documents control officer for subcontract files as follows:
1. Maintain the RAMP UP subcontract files according to the established checklists to ensure that each transaction file contains the right documents such as signed subcontracts/purchase orders and negotiation memoranda
2. Create an electronic duplicate of these files saved in Computer
3. Update the solicitations/contracts log
4. Maintain and update the RAMP UP procurement plans

Procurement Activities:
1. Conduct simple procurements for goods and services
2. Assist the procurement team in complex procurement
3. Assist the technical team in conducting market research

Job Requirements

Description of Skills:
Good command of English language (spoken and written) with the ability to understand and comprehend regulations and forms complex language
Knowledge in using MS Office applications

Work Experience:
Minimum 2 years working with International firms preferred in procurement activities
