About Ministery of Energy and Water:
The Islamic Republic of Afghanistan, Ministry of Energy & Water has received a grant from the International Development Association toward the cost of Irrigation Restoration and Development Project, and it intends to apply part of the proceeds of this “grant” to payments for hiring the services of following qualified national individual consultants.
Objectives: to assist the project in carrying out various procurement functions pertaining to the procurement of works, goods and non-consulting services and consulting services
Provinces to travel:
Working knowledge of World Bank procurement procedures.
Good Working knowledge of English Language to comfortably work with Standard procurement documents of World Bank.
Duties & Responsibilities:
i. Preparation/Updating of Procurement Plan as and when required.
ii. Preparation of Request for Expression of Interest (REOI) for consultancy Services and arranging their publication.
iii. Preparation of EOI Evaluation/Short listing Reports in close coordination/guidance of the international procurement specialist.
iv. Preparation of Request for Proposal(RFP), Bidding Documents for Goods and Works (under NCB and Shopping procedures as per Standard Bidding documents and Guidelines of World Bank) including their dispatches and coordination for providing required clarifications in close coordination/guidance of the international procurement specialist
v. Preparation of Invitation for Bid (IFB), Invitation to Quote (ITQ) etc. and arranging their publication.
vi. Arranging pre-bid/ pre-proposal conferences and preparing and circulating their minutes.
vii. Opening of Technical/financial proposals and Bids by following World Bank procedures and preparing Minutes of opening.
viii. Convening Evaluation Committee Meetings for evaluation of various proposals and Bids
And Preparation of draft Proposal/Bid Evaluation Reports and processing for obtaining approvals of competent authority.
ix. Preparation of various types of contracts/Agreements/Purchase Orders in close coordination/guidance of the international procurement specialist and coordinating for their signing by the competent Authorities.
x. Helping in handling variations in contracts, preparing and issuing Contract Amendments/Extensions etc.
xi. Coordinating/Assisting for attending various procurement complaints and resolving of various contract disputes.
xii. Coordinating/Assisting in obtaining no objection/approvals of competent Authorities including World Bank and SPC.
xiii. Any other procurement related function assigned by Director, PCU
Job Location:Afghanistan, Kabul
i. At least Bachelor’s Degree in Commerce/Management/Business Administration/Civil (or Irrigation) Engineering from a recognized University or a recognized equivalent qualification.
ii. Proficiency in MS Office software (particularly MS Word, MS Excel and MS Outlook).
v. At least 3 years experience in procurement/contract management/construction out of which experience of at least 1 year should be in the procurement for a World Bank funded project.
