The Skills Training for Afghan Youth (STAY Positive) project works to mobilize and strengthen at-risk youth to contribute to the economic development and security of Afghanistan. To achieve its goal of engaging and preparing youth for their roles in the world of work, society and family life, STAY Positive provides education and workforce development opportunities for out-of-school youth, builds the capacity of existing vocational education centers, enhances gender awareness and participation and helps strengthen the capacity of Government of the Islamic Republic of Afghanistan ministries to better support youth programs. First year program activities will be carried out in Nangarhar, Kunar, Laghman and Kandahar.
Position Summary: The Procurement Coordinator is responsible for providing assistance to the Acquisitions Manager which includes processing purchase requisitions, as required, on routine purchases; maintaining and updating vendor lists and soliciting telephone quotations and draft purchase orders for all purchases.
Duties & Responsibilities:
â€¢ Process purchase requests and issue purchase orders as instructed by the Acquisitions Manager and liaise with and provide all necessary assistance to the Acquisitions Manager.
â€¢ The Procurement Coordinator is responsible for adhering to the project procurement guidelines.
â€¢ The Procurement Coordinator is responsible for ensuring that all contract-specified and related regulatory requirements and procurement regulatory requirements are met in a satisfactory and professional manner. The Procurement Coordinator also guarantees that procurement related and solicitation-based procurement files are maintained in a current and complete manner, and are audit-ready at all times.
â€¢ The Procurement Coordinator assists the project procurement process on all levels, including paperwork, purchasing, and providing periodic status reports to the acquisitions manager.
â€¢ Utilize appropriate forms for initiating procurement activities, purchasing items and processing payments.
â€¢ The Procurement Coordinator ensures that activities and procurement-related deliverables related to procurement are achieved on schedule, in accordance with approved specifications and within the allocated budget.
â€¢ The Procurement Coordinator will assist the proper marking of equipment and project-related deliverables in accordance with regulations and in consultation with the acquisitions manager.
â€¢ The Procurement Coordinator will ensure that the vendors or contractors fully compliance with the PO or contracts terms and conditions.
â€¢ The Procurement Coordinator will assist in preparing RFQ/RFP, POs, and Comparative Charts, receive proposals, prepare spreadsheets for cost and tech evaluation documents.
â€¢ The Procurement Coordinator will solicit quotations and make purchases based on policies and procedures.
â€¢ The Procurement Coordinator will ensure timely delivery of all goods and or services of the projects
â€¢ The Procurement Coordinator will perform other related tasks and responsibilities that may be assigned to him/her by the Acquisitions Manager.
The required and/or preferred qualifications for the Procurement Assistant position are:
â€¢ Three years procurement experience in a general donor or international NGO environment
â€¢ Education â€“ Baccalaureate is required
â€¢ Language Skills â€“ Fluency in English language is a must.
â€¢ Computer Skills - Good skills in using Microsoft Word, Excel and internet explorer. Should be familiar with using other communication electronic programs.
â€¢ Teamwork and self-motivation in handling all assigned tasks required.
