The Procurement expert is responsible for the Comprehensive cooperation in the planning and arrangement of the procurement plan and sends it to the National Procurement Office (ANP). Preparing weekly, monthly and quarterly progress reports and submitting them to Government owned enterprises directorate. Specifically, the position is responsible for providing assistance to the procurement Department of the Government owned enterprises and to report to the Director of Enterprises Directorate.
1. Asist MoMP SOEs Directorate to develop comprehensive procurement plans for MoMP SOEs
2. Guidance and preparation on the initiation of the bidding process, arrangement of announcement, tender documents and other documents for the provision of goods, services and construction in accordance with the guide lines of the World Bank and Afghanistan Procurement guideline and Afghanistan procurement law
3. To do assessment of SOEs needs regularly in every six months
4. Regularly update data in STEP online system
5. Prepare procurement filing system for SOEs in accordance to the best practices
6. Ensuring competitive price and quality goods, works and services provided to SOEs
7. Timely delivering of packages and items to the requested plants of SOEs
8. Asist SOEs plants to establish a system on updating the inventory list on regular bases.
9. Coordinate with technical departments of SOEs to verify technical specifications, employer’s requirements, standards, policies, rules and regulations, etc.
10. Revision of the proposal for the exclusion of bidders from violations & delinquencies, that in arrangement of documents bidders use and practices fake documents that were in violation of the procurement procedures and law.
11. Descriptions and guidelines in response to applicant according to procurement procedures and procurement law.
12. Endorsement of logistics process according to procurement law in cooperation with the public administration of goods, construction and purchase departments.
13. After the winning process, supervisee, Guide, and evaluation of financial documents of bids obtained from bidder companies.
14. Supervision of the bidding process in accordance to procurement procedure and law.
15. Cooperation in the necessary guidelines and evaluation process for the obligated panel.
16. The use and matching of the procurement laws and procedures, alliances ((متهدالمال will be in line with the procurement process of the procurement department, which will be monitored by the National Procurement Authority.
17. Participate in contract negotiations on behalf of Enterprise Directorate
18. Coordinate with relevant department of SOEs; establish regular working relationships networks with staff from all relevant entities
19. Ensure that procurement guidelines are systematically used and implemented.
20. Any other tasks assigned by the admin and services Director according to law and regulation
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
University degree in Procurement, Management, Public Administration, Business Administration, Economy or related subject; Master’s preferable. The candidate must have excellent analytical and drafting skills, ability to listen, be a team player as well as having management and leadership skills.
Minimum 5 years’ experience in related field.
Excellent analytical, interpersonal and communication skills
Able to produce reports and other standards documents up to a professional standard Fluency in English (written and spoken), Pashto and Dari, local language proficiency is desirable
Master degree will be a plus point
English, Dari and Pashto languages fluency
Manages with meticulous attention to detail
Program management experience preferred
Experience administering financial budgets
Sensitivity to religious and cultural differences
A team-oriented individual interested in helping participants achieve the result.
Familiarity with the procurement procedures of international donors is required.
Experience in national/international donors funded projects and government projects are preferable.
Knowledge and well understanding of the Afghanistan procurement law and procedures is must.
Ability to work under pressure and work extra hours when required.
Familiarity and understanding of Microsoft Office program. (MS Excel, MS Word, PowerPoint and other require software’s and programs).

Incumbent shall be fluent in writing, reading & speaking of English, Pashto and Dari Languages.
