Job Summary:

ARDS-PU Afghanistan Reconstruction and Development Services Procurement Unit provides assistance to line ministries with tenders, evaluation and contracting as well as providing advice to ministries on a range of procurement issues.
The over all aim of recruiting the PLOs has been to act as liaison between ministries and the Procurement Unit of ARDS, assisting with the procurement of goods, works and Services on behalf of the line ministries through ARDS and finally to replace the Advisors currently working in the Procurement Unit.

Duties & Responsibilities:

The tasks and responsibilities are as follows in phases:
Phase 1:

Primary Tasks
• Liaison between the line ministries and the ARDS Procurement Unit
• Explain the procurement process to ministry representatives
• Deliver and collect documentation from the ministries
• Reviewing bid documentation on behalf of the advisor
• Preparation and maintenance of project files incl. providing a weekly report on project status
• Taking minutes at the various project meetings

Secondary Tasks
• Assisting with preparation of correspondence to ministries and suppliers
• Assist with the preparation of general and specific notices
• Assist with bid opening incl. completion of tender opening form
Phase 2 (in addition to primary tasks outlined in Phase 1)

Primary Tasks
• Preparation of general and specific notices
• Conduct bid opening sessions within the ministries or ARDS PU
• Prepare correspondence for the ministries and suppliers

Secondary Tasks
• Assist with the preparation of bid documentation
• Assist with the pre-qualification of bidders, where applicable
• Assist with preliminary examination of bids (responsiveness)
• Assisting with technical and financial evaluation of bids
• Assist with the preparation of various project reports i.e. evaluation reports

Phase 3 (in addition to Primary Tasks from Phases 1 and 2)

• Prepare bid documentation on behalf of the advisor
• Carry out pre-qualification of bidders, where applicable.
• Carry out preliminary examination of bids (responsiveness)
• Carry out technical and financial evaluation of bids
• Prepare the various project reports
• Any other job assigned from time to time by the Procurement Manager / Program Manager

Job Requirement:

• High School Education, degree in related field/ Civil Engineering is preferable
• At least 1 year of experience in relevant post with a national or international organization
• Fluency in English, Dari/Pashto both in verbal and written
• Enough knowledge of computer (Ms. Office)
• Ability to learn quickly, strong self-training readiness
• Able to work under pressure
• Be flexible, honest and trustworthy
