Job Summary

The Procurement Manager will directly report to Operations Manager and will oversee and supervise all procurement activities of the LGCD project. He will help to establish procurement policies and procedures in compliance with USAID and Federal Acquisition Regulations (FAR) regulations and ensure that all procurement activities follow these regulations. The Procurement Manager will be responsible for the following detailed tasks, but not limited to:

Duties & Responsibilities

• Prepare Requests For Consent for submission to USAID
• Prepare and Issue Requests for Quotations and Request for Proposals.
• Prepare high dollar amount subcontract for procurement exceed simplified acquisition.
• Oversee and train procurement staff in Bid Matrix, RFQs, RFPs, and RFC in both Kabul and regional offices;
• Establish, refine and document the LGCD procurement procedures in Kabul and the regional offices;
• Monitor, track and expedite all LGCD procurement activities;
• Manage the Procurement database component within the LGCD TAMIS. Coordinate customizations to the database and reports module in close collaboration with DAI’s HO TAMIS team to meet the specific procurement needs of the LGCD project, including linking of procurement activities with DAI’s Oracle system;
• Implement the customized LGCD procurement system and train and supervise procurement staff;
• Review Requests for Procurement from LGCD staff, ensure requests are properly logged in the TAMIS on line system, coordinate purchasing either locally or internationally collaborating with HO procurement;
• Track processing of purchasing requests from LGCD staff to ensure timely and accurate completion; provide regular updates to requestors; recommend customized reports from TAMIS to facilitate effective tracking;
• Manage the Vendor database component within the LGCD TAMIS. Develop on-line Vendor Performance forms and procedures. Ensure timely and accurate entry of vendor information in the system;
• Conduct vendor evaluations and train staff. Coordinate customizations with DAI’s HO TAMIS team;
• Locate and identify potential vendors and suppliers both domestically and internationally;
• Conduct cost/price, quality and past performance/timeliness review of bids received; train procurement staff in evaluation of bids;
• Procure high-dollar, high-volume commodities and small purchases;
• Generate purchase orders and negotiate price, terms, and conditions;
• Ensure procurement is conducted in compliance with Federal Acquisition Regulations (FAR), ADS 300, task order specific as well as DAI policy and procedures;
• Multitask under short deadlines;
• Collaborate closely with the Operations, Chief Engineer/DCOP Operations, and HO Procurements staff as required;
• Perform other related duties as assigned.

Job Requirements

• Bachelor’s degree in social science or any other related field.
• Extensive knowledge of USAID rules and requirements related to procurement.
• Minimum of 5 years work experience in the public sector field, preferably at the sub-national level.
• Extensive network of contacts with the international and local NGOs that work in the governance field.
• Willingness to travel to high risk areas, if required

• Excellent English language skills desirable, preferable fluency in Pashtun and/or Dari; ability to provide simultaneous translation services, preferable.
